Im Fokus dieser Diplomarbeit stehen die Breitbandanbindung des ländlichen Raums und die "Digitale Kluft" zwischen städtischen und ländlichen Lebensräumen. Es werden verschiedene Maßnahmen und Initiativen der Europäischen Union und des nationalen Gesetzgebers aufgezeigt, die gegen die "Digitale Kluft" wirken und eine europäische Informationsgesellschaft fördern sollen. Die darauf basierenden EU-Rechtsvorschriften waren auf nationaler Ebene umzusetzen. Im Fall der Kommunikationsinfrastruktur wurde das Telekommunikationsgesetz 2003 erlassen und fortlaufend angepasst. Es wird weiters versucht, Investitionsvorhaben und Strategien zweier hoch marktrelevanter Kommunikationsunternehmen, Telekom Austria Group und UPC Telekabel, aufzuzeigen. Hierbei spielen die Glasfaserprojekte der Telekom Austria Group eine wesentliche Rolle, da sie den flächendeckendsten Teil der nationalen Telekommunikations-Infrastruktur besitzt.<br />Des Weiteren wird gezeigt, wie Fiber-to-the-Home Lösungen über bestehende Kanalnetze umgesetzt werden können, wie es auch in Wien durch das Infrastrukturunternehmen CableRunner Austria GmbH realisiert wird.<br />Ein wichtiger Teil der Diplomarbeit behandelt das oberösterreichische Telekabelnetz und das Investitionsvorhaben bzw. den Aufkauf von regionalen Kabelanlagen durch UPC Telekabel.<br />

dc.description.abstract
In this paper broadband-internet in rural regions and the "digital gap" between the city and the countryside are the focal points.<br /> Furthermore, this paper describes different measures and initiatives of the European Union and national lawmakers, which should decrease the "digital gap" and advocate the European information society. This is the reason why statutory provisions of the European Union, based on these measures and initiatives, have to be implemented nationally. In the case of the communication infrastructure the Telecommunications Act was developed in the year 2003 and is amended constantly.<br />Investments and strategies of two communication firms of high relevance on the Austrian telecommunication market will be shown namely of, Telekom Austria Group and UPC Telekabel. The "fiber glass projects" of Telekom Austria Group are very important for this topic because they have the most developed telecommunication infrastructure nationwide.<br />Furthermore this paper shows how Fiber-to-the-Home solutions can be implemented with the existing duct system. Vienna serves as an example, as the com-pany CableRunner Austria GmbH has already realized this solution. An important part of this diploma thesis will refer to the Upper Austrian coaxial cable system and the investment plan of UPC Telekabel.<br />
