Entwicklung eines multikriteriellen Bewertungsmodells zum Vergleich von Standorten für gewerbliche Nutzungen in Wien

Abstract

Die Standortentscheidung ist von langfristiger und vielfach existenzieller Bedeutung für Unternehmen. In der Regel versuchen Unternehmen, durch das Abwägen von Standortfaktoren, eine rational begründete Lösung für diese Herausforderung zu finden. In Summe ist die Standortentscheidung durch eine Vielzahl relevanter Kriterien geprägt, wobei die Kriterien selten von gleicher Relevanz sind und oftmals in Konflikt zueinander stehen. Diesbezüglich gewinnen „weiche“ Standortfaktoren immer mehr an Bedeutung. Sie sind im Allgemeinen schwer messbar und beziehen sich vor allem auf die Attraktivität des Standortes – obgleich sie zumeist nur indirekte Auswirkungen auf den Unternehmenserfolg haben. Aufgrund ihrer ubiquitären Präsenz an zahlreichen Wirtschaftsstandorten verloren die klassischen „harten“ Standortfaktoren im Laufe der Zeit an Entscheidungsrelevanz, wenngleich sie weiterhin als Grundvoraussetzungen miteinbezogen werden müssen. Die vorliegende Diplomarbeit wurde durch ein privates Unternehmen, in Kooperation mit dem Fachbereich für Stadt- und Regionalforschung der TU Wien, beauftragt und nimmt sich der Thematik an, Standorte in Wien anhand ihrer Lageeigenschaften zu bewerten. Basierend auf der Methode multikrite-rieller Entscheidungsanalysen wurde ein Modell entwickelt, welches eine Unterstützung im Prozess der Entscheidungsfindung darstellt. In mehreren Expertenrunden wurde die Gültigkeit von geo-basierten Berechnungsmethoden, sowie geeigneten Methoden der Stadt- und Regionalforschung zur Bewertung von Standorten, hinsichtlich der gewerblichen Nutzungen Büro, Handel und Produktion für Klein- und Kleinstunternehmer, diskutiert. Die Datenanalyse erfolgte einerseits in ArcMap 10.5.1, andererseits in einer eigens entwickelten und dem Diplomanden zur Verfügung gestellten Software. Letztere fand insbesondere in Bezug auf Routing-Analysen und Nutzwertberechnungen, als auch der Adressabfrage und Ergebnisdarstellung Anwendung. Die Software dient als Werkzeug zur Lagebewertung und wurde abschließend dem Auftraggeber zur Eigenverwendung zugänglich gemacht.

The choice of location is of long-term and therefore often of existential importance for companies. As a rule, companies try to find a rationally-based solution to this problem by taking different location factors into consideration. All in all, the location decision is characterized by a large number of relevant criteria, which are rarely of the same importance and often stay in conflict to each other. In the context of such requirement criteria, "soft" location factors are becoming more and more important – although they mostly have indirect effects on the company's success. In general „soft“ location factors are difficult to quantify and relate to the attractiveness of the location. The classic "hard" location factors have lost their decisiveness due to their ubiquitous presence at numerous business locations, although they continue to be seen as a prerequisite. The present thesis was commissioned by a private company, in cooperation with the Institute for Urban and Regional Research of the Vienna University of Technology, and tackles the problem of making decisions in complex situations. A multicriteria method for decision analysis was used. Several expert panels discussed the validity of geo-based calculation methods as well as appropriate methods of urban and regional research for the assessment of locations, with regard to the commercial uses of office, trade and production for small and micro-entrepreneurs. Building on the spatial data available, a rating model has been developed that is capable of carrying out a multi-criteria location assessment for any address in Vienna. The data analysis took place on the one hand in ArcMap 10.5.1 and on the other hand in a specially developed software made available to the student. The software was used in particular with regard to routing analysis and the utility value calculation as well as the address input and result presentation. This tool allows an assessment of locations and was made available to the client for own use.
