Der Schienenpersonennahverkehr (SPNV) ist eine wesentliche Stütze des österreichischen Verkehrssystems. Durch seine Fähigkeit, große Fahrgastvolumina schnell über lange Distanzen zu befördern, ergibt sich hier vor allem im Pendlerverkehr eine Ressource, welche einen maßgeblichen Beitrag zur Umsetzung öffentlicher Interessen leisten kann.<br />Der SPNV reflektiert somit auf unterschiedlichste Ansprüche der Standortpolitik, Verkehrspolitik, der Raumplanung, des Arbeitsmarktes, der individuellen Bedürfnisse der Nutzer und vieles mehr. Allerdings bestehen durch die relativ hohen Kosten des SPNV für den öffentlichen Financier budgetwirksame Ansprüche, welche durch die reinen Fahrkartenerlöse nicht zu begleichen sind. Dadurch stehen Leistungen des SPNV immer wieder im Interesse der Politik und Medien, aber nicht wie etwa zu vermuten wäre durch die erzielbaren gemeinwirtschaftlichen Effekte, sondern als Konsolidierungspunkt zur Defizitreduktion des Staates.<br />Unterstellt man diesem Prozess das Kostenminimierungskalkül privatwirtschaftlicher Akteure, sowie die Hypothese, dass neue Marktteilnehmer geringere Fixkosten aufweisen als bestehende marktdominierende Akteure, so ergibt sich für die Anfangsphase dieses Prozesses die Möglichkeit der Erreichung einer annähernden Kostenwahrheit im SPNV. Diese wird primär durch die Ausschreibung von Teilnetzen erreicht, welche bedingt, dass die Interessenten eine möglichst exakte und scharf abgegrenzte Kalkulation für diese durchführen müssen. Auf Seiten der öffentlichen Hand wird durch diese Praktik die Möglichkeit eingeführt, die Berechnung des gesamtwirtschaftlichen Nutzens eines Teilnetzes mit den entstehenden Finanzierungskosten zu vergleichen und eine breitere Argumentationsbasis für die politische Entscheidung des Betriebes von SPNV-Leistungen vorzufinden. Die Kosten der öffentlichen Hand ergeben sich hierbei aus dem Zuschussbedarf an die Vertragspartner, in diesem Fall also das EVU, welcher dem öffentlichen Haushalt zu entnehmen ist.<br />In dieser Betrachtung, welche nicht zu vernachlässigen ist, bleibt jedoch das Umfeld der Ausschreibung und Kosten-Nutzen-Rechnung von SPNV-Leistungen. Diese Arbeit beschäftigt sich damit, einen theoretischen Rahmen für die Liberalisierung des SPNV abzustecken.<br />Vorweg ist anzumerken, dass es sich hierbei um eine theoretische Arbeit handelt, die keinen Bezug zur Gesamtsituation der Österreichischen Bundesbahnen herstellt, sondern rein die Frage der Durchführung und Bewertung von Verkehrsdienstverträgen behandeln soll.<br />

This diploma thesis is done to investigate the possibilities of competitive bidding and the processing of cost-benefit analysis for regional public rail services in Austria. Within this, the legal, political and operational framework for rail operations has been studied, as well as external effects and cost-benefit-procedures.<br />Due to a strong public interest in transportation service agreements and limited financial aid for those services, European Union has processed several regulations and guidelines for liberalization to public transportation in its member states. By Austrian law, the so called "Public-Transportation-Regionalization-Law (ÖPNRV-G)" sets the limits for public service agreements in transportation. The major public service agreement is valid since 2009 and runs until December 2019, based on the common-economical services financed by the Ministry of Transportation (BMVIT). As this contract is directly awarded to the Austrian Federal Railways passenger service subsidiary (ÖBB PV), there is no competition within the Austrian rail network. To precede a more cost-effective service, and lower the financing costs for the public sector, a call for tenders can be done to run these services. An example for effective bidding processes in regional and urban public transport is the "Bayerische Eisenbahngesellschaft mbH" (BEG) based in Munich. It is financing, planning and coordinating the whole urban and regional rail transport in Bavaria, where it maintains several competitions for different services throughout the whole country.<br />To maintain a fair competition, standards have to be set for the process. These includes minimum operating schedules, a constant level of customer services throughout the whole network independent of the actual operating company, and several other factors. For the bidding process, these factors and the predicted amount of financial aid the company needs to operate the service are put together in an evaluation mask. The financial aid itself depends on the predicted running costs and earnings by ticket sales, and is intended to close the gap between these two cost components. For the cost-benefit-analysis, this amount of public financing is put into the cost side of the analysis and compared to the benefits gained by running the particular service. If this factor, the benefit-cost-factor, is greater than 1.0, there is no discussion about the effectivity of the service. Indeed, it can be assumed that would usually have regional rail services have benefit-cost-factors higher than 1.0.<br />To put the process of competitive bidding in action, some framework has to be set ahead of it. First, the federal and state administration have to put a commitment to public rail transportation, whether there will be an economical crisis or a political change. To reach the regulations of European Union law, a separated company on federal level should be founded which will be the only public sector contractor for tenders and be financed by the states of Austria. Due to strong interests of different stakeholders on public transportation, the planning should be based on a large base, so a optimal service agreement could be set.<br />Public service agreements are intended to raise the quality of transportation and the ridership on all kinds of railway operations. Due to the complexity of this topic, some expectations could not be satisfied. Other the question on the possibility of public service agreements in regional rail transportation, which can be answered with a Yes, if the framework is set to fit with completion on such services.<br />
