Seit 1961 werden in Österreich Fußgeherzonen geplant und ausgeführt. Über die bisher errichteten Fußgeherzonen gibt es bisweilen nur wenige über das Bundesgebiet vollständig vorliegende Informationen.<br />Die vorhandenen sind zudem nicht auf dem aktuellen Stand, da die letzte vollständige Inventur 1992 durchgeführt wurde. Die vorliegende Diplomarbeit soll diesen Umstand ändern und einen aktuellen Lagebericht zum Thema Fußgeherzonen in Österreich liefern.<br />Um eine vollständige Erarbeitung dieses Themas zu ermöglichen, werden die in der Literatur vorliegenden Grundlagen zum Thema Fußgeherzonen dargestellt. Die Arbeit zeigt die allgemeinen Grundlagen auf und geht auf die Planungsgrundsätze in solchen Bereichen ein. Die rechtlichen Hintergründe für die Errichtung von Fußgeherzonen sowie deren Betrieb werden dargestellt und an Beispielen erklärt.<br />Die Ergebnisse zeigen wo und in welcher Länge Fußgeherzonen in Österreich vorliegen. Das Datenmaterial gibt Auskunft über den Zusammenhang der Anzahl der Einwohner einer Gemeinde und der Wahrscheinlichkeit des Vorhandenseins einer Fußgeherzone. Weiters wird gezeigt welche Gemeinden in Abhängigkeit von der Anzahl ihrer Einwohner das Potential zur Errichtung von Fußgeherzonen aufweisen und in welchen man die bestehenden Bereiche durchaus erweitern kann.<br />Der zweite Teil der Arbeit setzt sich mit dem Ablauf zur Einführung einer Fußgeherzone auseinander. Die Motivation hinter diesem Teil der Arbeit liegt darin, Gemeinden durch den Abbau des Widerstandes der Unwissenheit zu einer Lösung ihrer Probleme zu ermutigen. Für die vorliegende Arbeit wurde ein Best Practice erstellt, dass diesem Umstand gerecht werden soll. Das Best Practice basiert auf Recherchen in der Literatur und zu einem Großteil aus Tiefeninterviews. Diese Tiefeninterviews wurden mit Vertretern von Gemeinden geführt, in welchen es bereits Fußgeherzonen gibt. Das Selbige wurde, um eine weitere Perspektive zu erlangen, mit erfahrenen Verkehrsplanern durchgeführt.<br />Anhand dieser Interviews gelang es die wichtigen Punkte im Verfahren zu erarbeiten und in Kombination mit den Interviews der Gemeinden wurde ein demokratischer Prozess zur Umsetzung von Verkehrs- und Raumkonzepten erarbeitet.<br />

Since 1961 Austrian pedestrian precincts are planned and executed. There is only few complete information about all the pedestrian precincts in federal territory of Austria. Furthermore, the available ones are not up to date, because the last total inventary has been done in 1992. The master thesis at hand shall change this fact and is a current status report about the topic of pedestrian precincts in Austria.<br />The literature about pedestrian precincts has been used to completely allow to cover this topic. The master thesis at hand shows the general basics and the planning principles of such areas. The legal background for the founding of pedestrian precincts as well as their running are shown and described with examples.<br />The results show where Austrian pedestrian precincts exist, moreover the length they have. The data material informes of the relation of the numbers of city inhabitants and the probability of the existing of a pedestrian precinct. Moreover, it is shown which cities have the opportunity to found a pedestrian precinct due to the dependency of number of inhabitants and which existing areas can be extended.<br />The second part of this work tries to cover the setup process of a pedestrian precinct. The motivation for this part is to encourage cities to solve their problems due to the reduction of resistance of ignorance.<br />A best practice has been drawn up to meet this fact. It is based on literature investigations and especially on depth interviews. These interviews have been conducted with representatives of cities where pedestrian precincts have been built, furthermore with experienced traffic planners to get an additional point of view. The most important points of the best practice have been acquired with the help of these interviews. A democratic process for the implementation of traffic and spacial concepts has been developed in combination with the interviews of the cities.
