Ziel dieser Arbeit ist die Analyse der "Nationalen Klimastrategie Österreichs" zur Erreichung des Kyotoziels in den einzelnen Sektoren auf Ebene der Bundesländer. Zu diesem Zweck erfolgt erstmals eine Gegenüberstellung von Reduktionspotenzial und Reduktionsbedarf auf Ebene der Bundesländer. Die Betrachtung findet jeweils in den Sektoren Kleinverbrauch, Verkehr, Energie, Industrie, Fluorierte Gase, Abfallwirtschaft, Landwirtschaft und Sonstige Emissionen statt. Für die Analyse ist erstens die Aufteilung der Reduktionspotenziale Österreichs auf die Bundesländer notwendig. Hierfür werden geeignete Parameter bestimmt. Die Aufteilung der Reduktionspotenziale erfolgt grundsätzlich entsprechend den anteiligen Potenzialen der Bundesländer. Für diese Aufteilung werden Daten aus dem Jahr 1990, dem Kyoto-Basisjahr bevorzugt, wenn diese das Potenzial beschreiben. In den Fällen, wo das anteilige Potenzial nicht ermittelt werden kann, wird das Potenzial proportional dem aktuellen Maßnahmenstand angenommen. Zweitens wird der Reduktionsbedarf in den Bundesländern ermittelt. Dieser setzt sich aus dem Reduktionsziel bezogen auf das Basisjahr 1990 sowie den bisherigen und prognostizierten Emissionen zusammen. Das Saldo von Reduktionspotenzial und Reduktionsbedarf liefert auf Ebene der Bundesländer die sektoralen Analysedaten. Diese lassen auf positive bzw. negative Entwicklungen in den Bundesländern schließen und bilden die Basis für ein Monitoring im Rahmen des Kyotoprozesses. Für die Bundesländer schafft eine möglichst baldige Festlegung eines Evaluierungskonzeptes Transparenz, Konsistenz und Vergleichbarkeit im Hinblick der Erreichung ihrer Kyoto-Zielbeiträge.

Within the burden sharing agreement of the European Union Austria is committed to reduce its greenhouse gasemissions about thirteen per cent referring to the emissions of 1990. The aim of this study is the analysis of the "Austrian National Climate Strategy" at the level of the nine provinces in eight sectors. For this purpose for the first time the potential of reduction is compared with the demand of reduction at the level of the provinces. The reflection is carried out in the following sectors: small combustion, traffic, energy, industry, solvents, waste, agriculture and other emissions. In a first step Austrias potential of reduction is allocated to the single provinces. For that the suitable parameters are determined. Principally, the split of the potentials is in accordance with the original share of the provinces, so data from the year 1990 the Kyoto-basis year are preferred, if they describe the potential correctly. In cases, where there are no parameters for the potential available, it is assumed as proportional to the measures already set. In a second step the demand of reduction in the provinces is determined. It consists of the goal of reduction referring to the Kyoto-basis year as well as the previous and precasted emissions of greenhouse gases. At the level of the nine provinces the difference of the potential and the demand leads to the sectoral data of the analysis. Out of that, positive and negative developments in the provinces become obvious. This provides the basis for a monitoring of the progress in the provinces within the framework of the Kyoto process. As soon as possible an evaluation concept on province level should be fixed. This gives the provinces transparency, consistancy and comparabilty concerning their contribution to the Kyoto goal.
