Industrieländer sind Entwicklungs- und Schwellenländern in nahezu jedem Bereich überlegen, z.B. in der Wirtschaft und Politik. Es existiert eine große Kluft, die sich besonders in den Informations- und Kommunikationstechnologien (IKT) bemerkbar macht. Studien haben gezeigt, dass IKT immer wichtiger werden und dass sie die Lebensqualität der Menschen verbessern können. Der theoretische Teil dieser Diplomarbeit befasst sich mit folgenden drei Kernfragen:<br />1. Welche Bedeutung haben mobile IKT-Geräte, insbesondere Mobiltelefone, als Kommunikations- und Berechnungsplattform für Entwicklungsregionen, verglichen zu der Bedeutung in entwickelten Regionen? 2. Welche potentiellen Auswirkungen können offene mobile Plattformen, wie z.B. Google Android, haben? 3. Welches Potential haben soziale Netzwerke, insbesondere in Kombination mit mobilen Plattformen, um die Lebensqualität in Entwicklungsregionen zu verbessern? Im praktischen Teil wurde ein Mobile Device Social Network (MDSN) für Mobiltelefone erstellt, welche auf Android basieren. Das System wurde an die Bedürfnisse des indonesischen Volkes angepasst. Getauft wurde das MDSN auf den Namen Bareng, was auf Indonesisch "zusammen" bedeutet. Das zentrale Anliegen von Bareng ist der freie Zugang zu Informationen.<br />Besonderes Augenmerk wird dabei auf Korruption, Mismanagement, Vorfälle, und Preisinformationen gegeben. Durch GPS oder GSM Triangulation kann Bareng auch standortbasierte Daten (der aktuelle geographische Standort) verarbeiten.<br />

There is a wide gap between the developed and the developing countries, in nearly all areas developed countries are predominant, e.g.<br />economic and political.<br />Studies have shown that Information and Communications Technologies (ICTs) become more and more important and that they can improve the life-quality of people. But particularly in ICTs the differences between the developed and the developing countries are significant. The theoretical part of this diploma thesis is concerned with three main research questions:<br />1. The significance of mobile devices, particularly mobile phones, as means of communication and computation platform for the developing regions in comparision to the developed regions? 2. The potential impact of open mobile platforms, like Google Android? 3. The potential of social networks, particularly using mobile platforms, to improve life-quality in the developing regions? In the practical part a Mobile Device Social Network (MDSN) runnning on mobile phones based on the Google Android platform was build. This MDSN has a special regard to the Indonesian people. It focuses on the free information access with especial regard to corruption, mismanagement, incident and price information. The name of the MDSN is Bareng, in Indonesian it means "together". Bareng also provides location-based data, using GPS or GSM triangulation.<br />
