Die Auswirkungen von Zweitwohnsitzen auf die kommunale Entwicklung von Gemeinden ist seit den 1980iger Jahren Diskussionspunkt innerhalb der Raumplanung und Raumordnung. Die Vergangenheit hat gezeigt, dass die Errichtung von Zweitwohnsitzen mit weitreichenden Folgen für die betroffenen Gemeinden verbunden ist. Der Gegenstand der vorliegenden Arbeit beschränkt sich auf sogenannte Ferienwohnungen, also (Zweit-) Wohnsitze, die nicht der Deckung eines ganzjährigen Wohnbedarfs dienen, sondern vorwiegend zu Urlaubs-, Ferien- oder sonstiger Erholungszwecken nur zeitweilig benützt werden.<br />Der Erfolg von Toptourismusdestinationen hängt von einer Vielzahl Faktoren ab, die in einer wechselwirksamen Beziehung stehen. Das optimale Zusammenspiel der unterschiedlichen Faktoren entscheidet maßgeblich über den Erfolg einer Destination im Tourismus. Aufgrund der in Summe gesamtwirtschaftlich bedenklichen Folgen, stellt eine zu hohe Anzahl an Zweitwohnsitzen aus Sicht der Toptourismusgemeinden eine negative kommunale Entwicklung dar. Die große Nachfrage nach Zweitwohnsitzen in Toptourismusdestinationen aus Nutzersicht, daraus resultierende hohe erzielbare Erlöse aus Grundstücks- und Immobilientransaktionen der Liegenschaftseigentümer sowie einzelwirtschaftliche Interessen von Immobilien- und Projektentwicklern führen allerdings zu einer erhöhten Dynamik am (Zweitwohnsitz-) Liegenschaftsmarkt betroffener Gemeinden und konterkarieren die Bestrebungen der Toptourismusgemeinden.<br />Die vorliegende Arbeit schließt mit der Untersuchung ab, inwiefern die den Gemeinden zur Verfügung stehenden raumordnungspolitischen Instrumente geeignet sind, um gegen einen Überhang an Zweitwohnsitzen, die nicht nur auf legalem Weg begründet werden, vorgehen zu können.<br />Dabei wird ersichtlich, dass das vorhandene Instrumentarium nur bedingt ausreicht um eine restriktive Zweitwohnungspolitik umzusetzen. Eine Chance zur Ergänzung und Verbesserung der bestehenden Mittel liegt im Einsatz der Vertragsraumordnung, deren möglicher Einsatz anhand eines einfachen Gedankenmodells kurz skizziert wird.<br />

The impacts of secondary residences on the communal development of communities have been a point of discussion within the field of spatial planning ever since the 1980s. Experience has shown that the construction of secondary residences is accompanied by extensive consequences for the regarding communities. The subject-matter of the thesis at hand concentrates on so called holiday homes, meaning (secondary) residences that do not serve as perennial accommodations, but predominantly for matters of holiday, leisure and any other kind of recreation on a temporal basis.<br />The success of tourist destinations depends on numerous different factors that correlate in a reciprocal way. The optimal interplay of these different factors determines the success of a destination in tourism significantly. Due to the critical consequences for macro-economy in general, a high number of secondary residences constitutes a negative communal development, as far as the perspective of (top) tourism centers is concerned. However, the great demand for secondary residences in top tourist destinations from a users perspective, thereof resulting increased attainable proceeds from property and real estate transactions of landowners as well as micro-economic interests of project developers and land / real estate speculators, lead to increased dynamics on the (secondary residences) property market of affected communities and counteract the efforts of (top) tourism centers. The thesis at hand concludes with the investigation of how regional planning policy instruments available for communities are suitable to proceed against the excess of secondary residences that are not established legally.<br />
