Mit den "römischen Verträgen" begann die Vereinheitlichung bzw. die Harmonisierung des Marktes in Europa. Es entstand ein Wirtschaftsbündnis aus einzelnen Staaten, mit einem Markt ohne Beschränkung zwischen den Mitgliedsstaaten durch die vier "EG- Freiheiten". Dennoch hat im Zuge der Globalisierung eine Aussage bestand: Andere Länder andere Sitten! Jedes Land zeichnet sich durch seine spezifischen Merkmale und Besonderheiten aus. Bereits innerhalb Europas variieren die politischen, rechtlichen und kulturellen Randbedingungen sehr stark, so dass Kenntnisse über Planungsabläufe und Zulässigkeiten bei baulichen Anlagen auch für das Facility Management von starker Bedeutung für ein gutes Management sind. Die Grenzen überschreitenden Projekte bergen in sich eine sehr hohe Komplexität. In den frühen Projektphasen besteht die größte Einflussmöglichkeit auf die Bauprojekte. Der größte Kostenbedarf entsteht in der langjährigen Nutzungsperiode. Die folgeschweren Entscheidungen werden in den frühen Phasen begangen. Es bedarf neuer Ansätze im FM sowie Wissen und Verständnis für die länderspezifischen Rahmenbedingungen. Die vorliegende Arbeit soll Auswirkungen und Prägungen auf das Bauen hauptsächlich im EU Raum aufzeigen und Denkanstöße zur Vorgehensweise im Facility Projektmanagement für die Implementierung von FM-Ansätzen in der Vorprojektphase geben. Nach der Heranführung an das Thema Facility Management werden länderspezifische Randbedingungen untersucht, die wesentliche Einflussfaktoren für den Bauplanungsprozess darstellen. Das Ziel der Untersuchung ist, prägnante Gemeinsamkeiten und Unterschiede in Deutschland, Frankreich und Großbritannien aufzuzeigen. Im Anschluss wird die Planung als gedankliche Vorwegnahme für zukünftiges Handeln näher dargestellt und die 5-Phasen im Hinblick auf die Integration von FM betrachtet. Die Betrachtung der Leistungsbilder in den drei Ländern am Beispiel der ersten Leistungsphasen von RIBA und HOAI zeigt deutlich die Unterschiede der Abläufe und Umfänge auf, welche die Erwartungen der Bauherrn prägen und vertragliche Inhalte beschreiben. Diese Untersuchung weist Schwerpunkte für gezielte Handlungsaktivitäten im Bereich FM auf. Mit den gewonnen Erkenntnissen werden länderspezifische FM-Ansätze für die Konzept-und Planungsphase formuliert. Gute Verständigungsmechanismen und gemeinsame Grundlagen tragen zur Steigerung der Effizienz, der Kostenersparnis, der Rendite sowie zur Risikominimierung und Zielerreichung bei.
