Der erste Abschnitt (I. Bestandsaufnahme) bietet vom Salzburger Gestaltungsbeirat ausgehend einen Überblick über alle österreichischen Gestaltungsbeiräte und ihre Rahmenbedingungen und Modalitäten. Die systematische Bestandsaufnahme orientiert sich an Fakten wie der Zusammensetzung der Beiräte, deren Bestellungsmodi, Aufgabenfelder, Richtlinien, Geschäftsordnungen, Kosten und dergleichen.<br />Der zweite Abschnitt (II. Analyse und Bewertung) sucht nach Grundlagen und entsprechenden Rahmenbedingungen, die eine weniger konfliktreiche Basis für die Kommunikation der Partner im Planungswesen, nämlich Gestaltungsbeiräte, Bürgermeister, Sachverständige und Architekten sowie deren Auftraggeber, ermöglichen.<br />Der dritte Abschnitt (III. Conclusio) verdichtet die gewonnenen Grundlagen zu einem Vorschlag von Anweisungen für das Planungsinstrument Gestaltungsbeirat und erstellt einen konkreten Leitfaden sowie Musterstatuten.<br />Der vierte und letzte Abschnitt (IV. Anhang) dient als Materialiensammlung und gibt Grundlagen, Ergebnisse und Analysen etc. in tabellarischer Form wieder. Bestehende rechtliche und organisatorische Grundlagen werden auszugsweise angeführt.<br />

The first chapter (I. Survey) offers an overview on all advisory boards in Austria and their general conditions and modalities based on the famous advisory board of Salzburg. The systematic survey is geared to facts as the formation, the public appointment, the scopes of duties, the directives, the rules of procedure and the expenses of such boards.<br />The second chapter (II. Analysis and Evaluation) is in search of basic principles for the amelioration of communication between the partners in planning processes, which are advisory boards, mayors, experts, architects and clients.<br />The third chapter (III. Conclusio) condenses the principles achieved and offers instructions for advisory boards, a handbook and sample-bylaws.<br />The forth chapter (IV. Appendix) includes a compilation of documents and resumes the findings in tables; wording of laws are quoted in extracts.
