Abstract:
Seit der Gründung der Europäischen Union (EU) und der damit einhergehenden Verwirklichung einer gemeinsamen Wirtschafts- und Währungspolitik war und ist das Budget in Österreich, wie auch in den meistens anderen europäischen Ländern, verstärkt auf Konsolidierung ausgerichtet.<br />Österreich, als eines von 11 Ländern die seit Beginn der EWWU im Jahr 1990 Mitglied sind, hat sich verpflichtet einen ausgeglichenen beziehungsweise im Überschuss befindlichen Staatshaushalt anzustreben und zu verwirklichen. Mein Ziel ist es, dem Leser im Zuge dieser Arbeit einen Einblick in die Finanzgebarung Österreichs zu verschaffen und dabei essentielle Themengebiete abzuhandeln um das grundsätzliche Verständnis zu fördern. Den Anfang bildet ein Kapitel über den "europäischen Stabilitäts- und Wachstumspakt" das dem Leser Basiswissen über die vorhandenen Rahmenbedingungen und Entwicklungen bezüglich zukünftiger fiskalischer Ziele vermitteln soll.<br />Das darauf folgende Kapitel beschäftigt sich mit der in Österreich vorherrschenden Ausgaben- und Einnahmenstruktur, wobei die zu erfüllenden Aufgabenbereiche des Staates und die dafür zur Verfügung stehenden notwendigen Einnahmequellen genauer analysiert werden. Das Hauptaugenmerk wird dabei auf die verschiedenen Steuern bzw.<br />Abgabenarten gerichtet.<br />Aufgrund der, im Vergleich mit anderen föderativen Staaten, geringen Selbstfinanzierung der Bundesländer kommt dem Finanzausgleich in Österreich eine besondere Bedeutung zu. Ein weiteres Kapitel wird dazu verwendet einen verständlichen Überblick über dieses durchaus komplexe Thema zu schaffen. Da der Inhalt der Diplomarbeit eingangs über die europäische Ebene führt und anschließend auf der Bundesebene fortgesetzt wird, soll die im letzten Kapitel dargestellte Entwicklung der Finanzgebarung der Stadt Wien einen konkretisierten Abschluss bilden.<br />
