Neapel: Abfall auf den Straßen, überquellende Mülltonnen und nicht nutzbarer öffentlicher Raum waren der Auslöser für einen Vorschlag zur Verbesserung der aktuellen Situation. Nach ausführlicher Analyse wird ein Konzept entwickelt, welches auf die individuellen Bedürfnissen und Situationen im Stadtgebiet eingeht, um die Hausmüllentsorgung ab der Entstehung beim Bewohner über den Abtransport bis zur Weiterbehandlung neu zu definieren. Die Vorschläge sollen auf soziale Gefüge eingehen und mittels architektonischem Entwurf ergänzt werden, um einen in sich geschlossenen Kreislauf zu bilden. Zur Umsetzung gilt es alle beteiligten Akteure, gemeint sind der Abfall im Sinne von Rohstoff, die Bewohner, die Industrie und den Transport in den Prozess zu integrieren und durch die gemeinsamen Schnittstellen neue Lösungsansätze zu finden. Die größte Stadt Süditaliens soll ein wegweisendes Beispiel im Umgang mit Hausmüllentsorgung werden. Der Müll selbst soll als Ressource und nicht länger als Problem gesehen werden. Das bisher bestehende zentrale Müllentsorgungssystem wird durch ein dezentrales Müllverwertungssystem ersetzt. Ein wichtiger Punkt sind die sozialen Unterschiede der Stadt. Der Müll und vor allem das Recyceln soll dazu beitragen, dass die Grenzen zwischen Arm und Reich verschwimmen. Ein weiterer Schritt ist, dass der Prozess des Sammelns und der Weiterverarbeitung des Mülls möglichst transparent gestaltet wird. Die Anlagen sollen durch Standortwahl und Gestaltung zu Orten der Interaktion mit Aufenthaltsqualität werden. Die zu einem festen Bestandteil des Stadtbildes gewordenen Müllsammler sind Teil der Strategie. Ihre Tätigkeit soll dadurch nicht länger informell bleiben und ihr Ansehen bei der Bevölkerung soll gesteigert werden, denn sie werden es sein, die in Sachen Recycling als Vorbilder durch die Straßen ziehen. Ihr Sammeln von recyclebarem Müll soll ausschließlich mit unmotorisierten Fahrzeugen bewältigt werden und der Weitertransport soll per Straßenbahn oder U-Bahn erledigt werden. Dies wird sich positiv auf die CO2-Bilanz der Stadt Neapel auswirken. Als Ergänzung wird die Errichtung von Mülltransferstationen vorgeschlagen. Diese dienen den Müllsammlern als Stützpunkt, sind aber auch als Zwischenlager für wiederverwertbares Material, Reparaturwerkstatt und Ort der Begegnung mitten in der Stadt vorgesehen. Zur Weiterverarbeitung des Abfalls wird eine Müllverarbeitungsanlage gebaut, um nicht wiederverwertbares Material ordnungsgemäß entsorgen zu können. Dieser Ort besteht aus einer Biogasanlage, einer thermischen Behandlungsanlage sowie einem Altstoffsammelzentrum. Das umliegende Gelände wird als Park gestaltet. Die gebauten Strukturen sollen als eine Art Marktplatz für Sekundärrohstoffe, Recycling- und Secondhandgüter bieten und von hier aus ihre Rückführung in den Produktkreislauf finden.

Naples: rubbish on the streets, overfilled garbage bins and public space which can not be used were the kick off for a proposal to improve the actual situation. The concept for a better organisation of the waste disposal is based on a careful analysis. The proposal should consider all social structures completed by an architect's plan to develop a closed circle. During the realization phase all involved actors like the household rubbish as natural resource, the residents, the industry and the transport system need to be integrated considering all their touch points to find new solutions. The rubbish itself should not be seen as a problem anymore. The existing central organized waste disposal system will be replaced by a decentralized waste disposal system. An important topic are social differences in the city. The rubbish and specially the recycling of rubbish should help to blur the boundaries between rich and poor. The process of collecting and all further treatments of the rubbish should be visible to everybody. The facilities, their location and design should support the idea to be a place of quality and interaction. The established and visible waste pickers are part of the strategy. Their acting should be legalized and their recognition should gain in the population due to the fact that they will be a role model regarding recycling. They will collected the recyclable rubbish only with zero emission vehicles. Further transport will be managed via tram or via metro to generate a positive effect regarding pollution. In addition transfer stations will be suggested. They will be the base for the waste pickers, a temporary warehouse for recyclable materials, a workshop and a place to meet in the centre of the city. A waste processing plant will be built to manage the garbage correctly. This plant includes an anaerobic digestion system, a thermal treatment plant and a recycling centre. All this will be surrounded by a park and should work as a market place for secondary row materials, recycling and second hand products and helps to return them into the product cycle.
