Diese Arbeit zeigt ausgehend von einem Grundgedanken und in Anlehnung an die Grundsätze der Projektentwicklung und des Projektmanagements, die Veränderungen im Planungsprozess bezüglich der drei Hauptfaktoren des Projektmanagements auf, sowie die durch Analysen getroffenen Ausgangssituationen aus der Projektentwicklung. Aufgezeigt werden auf Basis der ÖNORM B 1801-1 die Grundlagen des Projektmanagements. Wobei die Veränderungen und die Optimierungen von Planungseinflüssen auf Architektur, die Schwierigkeiten des strukturellen Aufbaues, der Verfolgung der drei Hauptsäulen (Kosten, Termine und Qualitäten) Betrachtung findet. Dabei wird auf die Gegenüberstellung der "Planungsorientierten" und der "Ausführungsorientierten" Gliederung eingegangen. Der Systembruch zwischen beiden Systemen wird herausgearbeitet und eine Möglichkeit aufgezeigt diesen zu umgehen. Die Unterschiede beider Kataloge und deren komplexen Zusammenhang wird erarbeitet. Der aktuelle Aufbau der ÖNORM wird überprüft und analysiert. Die ÖNORM wird einerseits historisch betrachtet, andererseits wird in dieser Arbeit auch eine Empfehlung zur Neustrukturierung im Bereich des Gliederungssystems vorgestellt. Die für die Kostenplanung verfügbaren Methoden sollen dargestellt und gegenübergestellt werden. Der Unterschiede des Projektstrukturplans (PSP) bei elementorientierter Planung vs. ausführungsorientierter Vergabe und Abwicklung. Dieser wird je nach Anforderungen und Änderungen der Planung angepasst. Die Unterschiede werden jedoch je Phase nochmals herausgenommen und kurz analysiert.

This work shows the changes in the planning process with regard to the three main factors of project management starting from a principle and in accordance with the principles of the project development and project management, as well as the situations by analysis from the project development. The basics of project management are shown up on basis of the ÖNORM B 1801-1. With the changes and the optimization of planning influences on architecture, the difficulties of structural construction which viewing is tracking the three main pillars (cost, schedule and quality). The structures of planning and building system are getting compared.The system break between the two systems will be worked out and a way to bypass it to shown. The differences of the two catalogs and their complex relationship will be developed. The current structure of the ÖNORM is reviewed and analyzed. The ÖNORM is considered historically on the one hand, on the other hand, also a recommendation to the restructuring in the area of the classification system is presented in this work. The methods available for cost planning will be presented and compared. The differences of the work breakdown of structure (WBS) element-oriented planning vs. execution-oriented procurement and processing. This is adjusted according to the requirements and changes of the planning. The differences are but again taken out per phase and briefly analyzed.
