In 1999, the newly elected coalition of Social Democrats and the Green Party in Germany, launched the urban development program "Soziale Stadt", which aims at stabilizing and revitalizing deprived urban areas. Since then, it promoted activities in close to 800 areas in over 400 municipalities, with a budget of about 5 billion Euros. Responding to a lively policy debate about residential segregation and social integration and inspired by similar programs such as the EU Community Initiative URBAN and some regional policies, "Soziale Stadt" pursues an integrated approach to urban regeneration. The chapter describes the program and its institutional design, discusses the main lines of debate and controversy over the last 20 years, and presents key findings of a recent evaluation report and current trends. It also assesses the ambiguous relations between the urban development program and local and national social policies.
