Derzeit evidente Zuspitzungen globaler Megatrends, vor allem im Bereich von Digitalisierungsprozessen und der damit einhergehenden Disruption ganzer Wirtschaftssektoren, stellen die Weichen zur grundlegenden und nachhaltigen Veränderung eines der politisch, technisch und ökonomisch relevantesten Sektoren weltweit – des Mobilitätssektors. Historischen Mobilitätswenden, welchen Innovationen, wie die Eisenbahn, das Automobil oder das Flugzeug vorausgehen, werden einschneidende gesellschaftliche, psychologische sowie global-ökonomische Auswirkungen nach-gesagt. Auf Grundlage der neuen globalen Rahmenbedingungen kristallisiert sich nun ebenfalls eine bevorstehende Mobilitätswende heraus, welche auf dem Sharing-Prinzip der „New Economy“ basiert. Durch Urbanisierungs- und Globalisierungsprozesse sowie durch den Wandel des gesellschaftlichen Charakters konzentriert sich die Disruption auf urbane Gebiete, denn nur jene haben die notwendigen Kapazitäten einen historisch-immanenten Paradigmenwechsel auszulösen und gelten als Innovationstreiber im neuen, serviceorientierten Mobilitätsmarkt. „Die Zukunft der Mobilität wird in der Stadt der Zukunft entschieden.“1 Vor diesem Hintergrund analysiert folgende Arbeit die Rolle und das Disruptionspotential eines aufstrebenden, service- und nutzerorientierten und vor allem multimodalen urbanen Verkehrssystems mit dem Namen „Mobility as a Service“. Die Arbeit befasst sich mit den Kernelementen der dadurch herbeigeführten Organisation des urbanen Personentransports, wiegt die erhofften Vorteile und Interessen aller beteiligten Akteure mit Herausforderungen in der Implementierung ab, untersucht den Mobilitätsmarkt und das Wachstumspotential des Services, identifiziert bereits umgesetzte Modelle, definiert nötige Anforderungen an das neue Mobilitätsökosystem und schließt schlussendlich auf das Potential von „Mobility as a Service“ als Auslöser einer Mobilitäts-wende im historischen Vergleich. Dabei wird festgestellt, dass der öffentliche Sektor dem Trend bereits mit fester Überzeugung begegnet, Gesellschaften weltweit der digitalen Mobilitätswende positiv gesinnt sind und sich der wachstumsorientierte Mobilitätsmarkt längst dem Paradigmenwechsel angenommen hat. Jedoch steht dem unumstrittenen Zukunftspotential des Service das Automobil als umfassendes gesellschaftliches Dilemma gegenüber. Regulatorische Rahmenbedingungen, die konkrete Umsetzung von Tarifmodellen, der infrastrukturelle Ausbauzustand, die überregionale Zusammenarbeit aller Akteure im neuen Ökosystem, der lückenlose Datenaustausch, sowie die Akzeptanz seitens der Nutzer im finalen Ausbauzustand von „Mobility as a Service“ werden zukünftig darüber entscheiden, ob der Service nur ein vorübergehender Pilottest bleibt, oder sich im Zentrum einer globalen Mobilitätswende als Pioniermodell etablieren kann.1 Schwedes, Oliver und Rammler, Stephan (2012), S. 243.

The current intensification of global megatrends, especially in the area of digitalization processes and the associated disruption of entire sectors, is setting the course for a fundamental and lasting change in one of the most politically, technically and economically relevant sectors in the world, the industry of mobility. Historical mobility turns caused by innovations such as the railway, the automobile or the airplane are considered to have had far-reaching social, psychological and global-economic effects. On this premise, the forthcoming mobility shift emerges on the same ground, however, this time it is fundamentally based on the sharing-principle of the "New Econ-omy". Due to urbanization and globalization as well as the change of the social character, the dis-ruption concentrates on urban areas, which alone possess the necessary capacities to trigger a historical-immanent paradigm shift and are therefore regarded as the drivers of innovation in the new, service-oriented mobility market. "The future of mobility will be decided in the city of the future." In this context, this thesis analyses the role and the disruption potential of an emerging, service- and user-oriented and above all multimodal urban transport system under the name "Mobility as a Service". It examines the core elements of the resulting organisation of urban passenger transport, weighs up the hoped-for advantages and interests of all stakeholders against the chal-lenges of implementation, analyses the mobility market and the growth potential of the service, identifies models that have already been implemented, defines necessary requirements for the new mobility ecosystem and finally concludes on the potential of "Mobility as a Service" as a trig-ger for a mobility turnaround in historical comparison.The study finds that local regulators around the world, with the help of private-sector partner-ships, are already firmly committed to the trend, that societies have a positive attitude towards the digital mobility shift, and that the growth-oriented mobility market embraced the paradigm shift long ago. However, the future potential of the service is confronted by the automobile, which can be regarded as a societal dilemma. Regulatory conditions, integrated pricing-schemes, the in-frastructural situation, the supra-regional cooperation of all parties of the ecosystem and the flaw-less exchange of data, as well as the user-friendliness and convenience in the final development stage of "Mobility as a Service" will now decide whether the service will only remain a temporary pilot-testing or establish itself as a pioneering model in the centre of a global mobility turnaround.2 Schwedes, Oliver und Rammler, Stephan (2012), S. 243.
