Das im Rahmen des Universitätslehrganges Library and Information Studies an der Universität Wien im Studienjahr 2015/2016 vorgelegte Abschlussprojekt zur Erstellung einerVorhabensstudie für ein an der TU Wien realisiertes Fachrepositorium zur Sammlung grauer Raumplanungsliteratur konnte wesentliche Vorarbeiten zur Erfassung und Beschreibung der Dokumente sowie zur grundlegenden urheberrechtlichen Fragestellungen leisten.<br /><br />In einer eigens für dieses Projekt entwickelten Web-Katalogisierungsplattform, welche via GitHub (https://github.com/tuwerl/dc_katalog) unter einer freien Lizenz downloadbar und auch für persönliche Zwecke verwendbar ist, konnten ca. 300 Planungsdokumente des Bundeslandes Oberösterreich nach formalen und inhaltlichen Kriterien bibliographisch erfasst werden. Diese Metadaten im Datenformat Dublin Core (DC) stehen für einen Import in ein Repositorium zur Verfügung. Die Plattform kann in einem produktiven Status weiterhin als Erfassungswerkzeug verwendet werden. Die in der Plattform beschriebenen Dokumente wurden alle aus frei zugänglichen Internetquellen, zumeist von Websites öffentlicher Stellen, gesammelt. Dennoch ist es notwendig, urheberrechtliche Fragestellungen für eine Zweitverwertung der Daten in einem Fachrepositorium zu klären. Grundlegende urheberrechtliche Aspekte, vor allem auch unter Einbeziehung des Informationsweiterverwendungsgesetz (IWG), werden in dieser Arbeit dargestellt.<br /><br />Abschließend werden theoretische Grundlagen für fachspezifsche Anforderungen des Information Retrievals bzw. der Information Presentation einer raumbezogenen Wissenschaft vorgestellt und Lösungsansätze für den Umgang mit einer hierarchischen räumlichen Verortung unter Berücksichtigung zeitlicher und rechtlicher Abhängigkeiten diskutiert.

The aim of the following project is to develop groundwork for a future document repository of the TU Wien. This repository orders and bibliographically describes existing “gray” (unofficial) electronic literature relevant to both practitioners and academics with a professional interest in spatial planning. The project is formulated and implemented within the framework of the University of Vienna Study Program “Library and Information Studies” in the academic year 2015/16. The authors of the project propose viable solutions for the collection, cataloguing and description of these documents. Additionally, they provide an overview of the existing problem of copyrights and intellectual rights concerning the further use of these documents. <br /><br />Around 300 strategic documents and studies of the province of Upper Austria are bibliographically described according to formal and content-related criteria using an online cataloguing platform that was created specifically for the purposes of this project. The recorded metadata are structured according to the Dublin Core Standard and are available for easy and user-friendly upload (data-import) into any future functional repository. In addition to that, the platform can also be used as an efficient cataloguing tool. This platform is available for download and further use under a free license via GitHub service (https://github.com/tuwerl/dc_katalog). <br /><br />All catalogued documents were collected from open internet sources, in most cases from official presentations of various public authorities of Upper Austria. Nevertheless, it was necessary to clarify the copyright status of these documents and the legal framework for their further use through an open repository that is accessible to all interested public. Therefore, the project presents an in-depth analysis of the copyright regulations that govern the use of these documents, with a special focus on the provisions of the Federal Law on the Re-use of Public Sector Information (Informationsweiterverwendungsgesetz - IWG). <br /><br />Finally, the project presents fundamental theoretical concepts dealing with special demands of information retrieval and information presentation relevant to spatial planning and discusses possible approaches to the issue of hierarchical localization, taking into account temporal and legal conditions.
