Diese Forschungsarbeit geht der Frage nach, wie komplexe Planungsprozesse gestaltet werden können, so, dass Qualität entstehen kann. Am Beispiel der Stadtteil- und Quartiersentwicklung wird aufgezeigt, wie Planerinnen und Planer vorgehen können, wenn sie vor der Aufgabe stehen, Planungsprobleme zu lösen, deren wesentliche Merkmale die Komplexität, Vielschichtigkeit und Einzigartigkeit sind.<br />Aufgrund der Eigenschaften komplexer Planungsprobleme spielt das Thema "Lernen" eine besondere Rolle: Können wir "Ordnung" im Raum schaffen oder etwas verändern, ohne uns selbst zu verändern? Geht es gar nicht so sehr darum, einen Plan zu entwickeln, sondern die Menschen zu befähigen, die an der "Produktion des Raumes" beteiligt sind? Wenn wir daran denken, dass unsere Umwelt vielfach ein Produkt unseres Denkens, unserer Werte und Vorstellungen ist, wird klar, dass Qualität besonders dann entstehen kann, wenn es gelingt, uns selbst zu qualifizieren.<br />

dc.description.abstract
This thesis explores the question of how complex planning processes can be designed in order to generate quality. Based on the example of urban district and neighbourhood development, the thesis shows how planners might proceed when faced with the task of resolving planning problems whose key characteristics are complexity, multidimensionality and uniqueness.<br />The characteristics of complex planning problems mean that the topic of learning plays a special role: can we create "order" in the space, or make changes to something without changing ourselves? Perhaps it is not so much about developing a plan, but about empowering the people who are involved in the "production of space"? Considering the fact that our environment is largely a product of our own thinking, our values and preconceived ideas, it becomes evident that quality is especially likely to be generated if we succeed in qualifying ourselves.
