El Dominó Colón : städtebauliche Szenarien für das Barrio Colón

Abstract

Die Arbeit "El Domino Colón _ städtebauliche Szenarien für das Barrio Colón" zeigt am Beispiel eines Viertels in Havanna, dem Barrio Colón städtebauliche Varianten auf, die je nach politischer und wirtschaftlicher Entwicklung des Landes einsetzten könnten und welche städtebaulichen, architektonischen, aber auch sozidemographischen Konsequenzen diese bedingen. Ziel der Arbeit ist die Entwicklung eines Strategieplans, welcher negative Aspekte der Szenarien weitgehend verhindert und eine positive Auswirkung auf den Erhalt des Stadtteils zur Folge hat.<br />Mit möglichst geringem finanziellen Aufwand und partizipatorischen Ansätzen soll durch Umnutzung, Reaktivierung, Schaffung öffentlichen Freiraums und einer sanften Sanierung des Bestandes der aktuellen Bevölkerung die Möglichkeit geboten werden in ihrem vertrauten räumlichen als auch sozialen Umfeld zu bleiben sowie das städtebauliche Bild und die historische Baustruktur weitgehend zu erhalten.<br />Der erste Teil der Arbeit beschreibt die Rahmenbedingungen, zum einen die politische und wirtschaftliche Situation im Land, zum anderen die geschichtliche Entwicklung Havannas vor allem in Bezug auf das Barrio Colón. Es folgt die Analyse des ausgewählten Viertels (soziologische, städtebauliche und funktionale Ausgangssituation), welche sich zum Großteil auf die Datenerhebung einer Recherchereise im Mai 2009 stützt.<br />Der zweite Teil der Arbeit, das Projekt setzt sich aus den Szenarien und dem Strategieplan zusammen.<br />Anhand dreier unterschiedlicher, politisch und ökonomischer Annahmen, welche auf Prognosen bekannter Kuba-Experten aus Politikwissenschaft und Wirtschaft aufbauen, wurden sechs Szenarien entworfen. Innerhalb dieser gibt es einen Analyseteil, der die folgende Prognose, die vorgeschlagenen Interventionen und Maßnahmen begründet und unterlegt. Der Strategieplan umfasst die Beschreibung der Akteure, die Finanzierungsmöglichkeiten, einen Maßnahmenkatalog sowie Umsetzungsvorschläge der Strategie in Phasenplänen.

Based on an analysis of Barrio Colón, a neighborhood in Havanna, this work attempts to outline and describe possible variations of urban development, which could be realized depending on the political and economic development in Cuba. Following this analysis we consider possible consequences for urban layout, archictecture, and sozio-demography.<br />The main goal is developing a strategy that can help avoiding negative aspects of the outlined scenarios, and contribute to the conservation of established structures of this neighborhood.<br />We present low-budget scenarios, including conversion, reallocation, and reclamation of exising structures, creaction of public space, and "soft" restoration of existing assets, trying to ensure that the local populace can remain in their familiar spacial and social environment, and that urban cityscape as well as historic structures are largely conserved.<br />In the first part of this work the general conditions are described, including the political and economic situation in Cuba, and the historical evolution of Havanna, with a particular focus on the Barrio Colón neighborhood.<br />This is followed by an analysis of the chosen neighborhood (sociological conditions and urban layout), that is largely based on data that was collected by the authors on-site during a residency in Mai 2009.<br />The second part describes plausible political and economic developments, based on the work of known experts in the field of Cuban political sciences and economics. Based on these assumptions we developed six differnt scenarios, including an analysis that explains possible outcomes, and rationalizes the propsed interventions. The strategy plan includes an account on the involved players, the financial feasability, a catalogue of proposed interventions, as well as proposals for a concrete implementation of the strategy in several phases.
