Die Nachfrage nach billigem und zugänglichem Wohnraum in den westeuropäischen Städten ist in der aktuellen Wohnungs- und Wirtschaftskrise besonders präsent. Der Zugang zum sozialen oder privaten Wohnungsmarkt wird immer schwieriger wie auch elitärer und die Zahl der Bedürftigen und obdachlosen Menschen steigt stetig an. In Paris ist die Anzahl der Menschen, die sich trotz Arbeit kein Dach mehr über dem Kopf leisten können, höher als in jeder anderen europäischen Stadt.[1] Gerade hier befinden sich die in der Bevölkerung weithin unbekannten Hotels meublés, eine jahrhundertealte private Hotelstruktur, die seit ihrer Entstehung als transitorischer wie auch permanenter Wohnraum für ArbeitermigrantInnen und Mittellose dient. Entwickelten sie sich in der Zwischenkriegszeit zu einem wahren Phänomen einer Hotellerie mit sozialem Charakter, ist von ihnen heute nur mehr ein Bruchteil übrig geblieben. Der Historiker Alain Faure und die Soziologin Claire Lévy-Vroelant prognostizieren ein Verschwinden durch die fortschreitende Stadtsanierung, die Transformierung und Schließungen der traditionellen Hotels meublés im kommenden Jahrzehnt.[2] Denn durch die kontinuierliche staatliche Institutionalisierung dieser Hotels als Notunterkünfte und in Folge städtebaulicher, gesetzlicher, wirtschaftlicher Einflüsse sowie steigender Immobilienpreise verändert sich ihr Charakter wesentlich. Sie riskieren ihre bedeutende gesellschaftliche Rolle des direkten und bedingungslosen Empfangs in der Stadt zu verlieren. Im Kontext des nördlichen Pariser Quartiers La Goutte d-Or werden die aktuellen Tendenzen und die in letzter Zeit entstandenen Hotels meublés -Typen reflektiert. Diese in der öffentlichen Meinung als -prekäre, unhygienische, weiter noch als unmögliche Wohnräume stigmatisierten Orte, sind gleichzeitig reich an sozialen und räumlichen Potenzialen. Als urbane Wohnnischen geben sie Menschen in unterschiedlichen Lebenslagen die Möglichkeit des Transits. Sie scheinen die Vermittler zur Integration in der Stadt und Gesellschaft zu sein. Der Erhalt ihres Bestands durch die Reaktivierung und Stabilisierung dieser allerdings neu zu denkenden sozialen Hotellerie ist Ziel und Vision des sozialräumlichen Konzepts für eine gastfreundliche Stadt. Schließlich würde so die Stadt dem Individuum einen Ort des Ankommens und der (Re-)Integration bieten.

The demand of cheap and accessible housing in western European cities is especially present in the current housing and economic crisis. The access to the social or private housing market is becoming more and more difficult as also elitist and the number of poor and homeless people is steadily increasing. In Paris the number of people who work but yet can't afford a roof over their head, is higher than in any other European city.1 It is especially here that the hotels meublés, a centuries-old private hotel sector largely unknown to the public, serve as a transitory or permanent accommodation for working migrants and the poor. Developed as a veritable phenomenon of a hotel industry with social character during the interwar period, just a fraction of those hotels is left today. The historian Alain Faure and the sociologist Claire Lévy-Vroelant forecast a disappearance of the traditional hotels meublés in the upcoming decade, due to the proceeding urban renewal, transformations and closures. 2 Because of the continuous public institutionalisation of these hotels as emergency accommodations and as a consequence of urban, legislative, economic influences and growing real estate prices their character is changing fundamentally. They are at risk of losing their important social role of direct and unconditional reception in the city. The current tendencies and the newly developed types of hotels meublés are reflected in the context of the northern Parisian quarter La Goutte d-Or. These places, in the public opinion stigmatised as `precarious, unsanitary, and even unacceptable-, are at the same time rich in social and spatial potentials. As urban habitation niches they offer people in various circumstances the possibility of transition. The preservation of their stock by reactivation and stabilisation of this social hotel industry, which needs to be rethought, is the objective and vision of the socio-spatial concept for a hospitable city. So finally, the city would offer a place of arrival and (re)integration to the individual.
