Der Standortplanungsprozess von öffentlichen Mobility Hubs im urbanen Raum. Strukturen, Akteure und Methoden

Abstract

Mobility Hubs sind multimodale Knotenpunkte, an denen verschiedene Verkehrsmittel im physischen Raum miteinander verknüpft werden. Ein zentrales Element ist dabei häufig das Angebot von Sharingmobilität. In immer mehr europäischen Städten werden öffentliche Mobility Hub-Projekte durch kommunale Akteure maßgeblich initiiert und organisiert. Diese haben eine grundsätzlich offene potenzielle Nutzer*innengruppe und die Standorte sind zum Großteil im öffentlichen Raum verortet. Die Mobility Hub-Projekte zeichnen sich dabei durch Akteurskonstellationen zwischen mehreren staatlichen bzw. kommunalen sowie privaten Akteuren aus. Im Gegensatz zum klassischen öffentlichen Personennahverkehr sind diese Strukturen jedoch weniger gefestigt und besonders in stark urbanisierten Gebieten umkämpft, da verschiedene Akteure unterschiedliche Ansprüche an den öffentlichen Raum stellen. Diese Konflikte und Ansprüche zeigen sich insbesondere im Standortplanungsprozess der Mobility Hubs. Ziel dieser Arbeit ist es, den Standortplanungsprozess von Mobility Hubs zu analysieren, insbesondere im Hinblick auf die beteiligten Akteure, Methoden und Rahmenbedingungen. Dabei wird ein Fokus auf die äußeren Einflussfaktoren gelegt, die den Standortplanungsprozess maßgeblich prägen. Basierend auf der Analyse werden spezifische Handlungsempfehlungen für die jeweiligen Akteursgruppen entwickelt. In einer Fallstudienanalyse werden die Projekte WienMobil-Stationen, Mobilitätspunkte und ZüriMobil-Stationen sowie das Züricher Folgeprojekt untersucht. Expert*inneninterviews mit den aktiv am Planungsprozess beteiligten Akteuren stellen dabei die zentrale Erhebungsmethode dar. Die Ergebnisse werden mittels qualitativer Inhaltsanalyse ausgewertet. Zentrale Erkenntnisse der Arbeit zeigen, dass das Flächeneigentum potenzieller Mobility Hub-Standorte entscheidend für die Relevanz und Handlungsfähigkeit der einzelner Akteure im Standortplanungsprozess ist. Dabei gewinnen pragmatische Motive in der operativen Planung an Bedeutung, während positiv formulierte Standortkriterien im Sinne von „optimal“ verorteten Standorten in der strategischen Planungsphase eine größere Rolle spielen. Ein weiteres zentrales Ergebnis betrifft die planungsmethodische Ebene: Die Ortsverhandlung, also die Diskussion der einzelnen Standorte im physischen Raum, stellt ein wesentliches Kommunikationsformat dar und beeinflusst maßgeblich die Standortentscheidung. Zudem zeigen sich einige wichtige Erkenntnisse bezüglich zentraler politisch-symbolischer Konfliktlinien im Kontext der Standortplanung, die den Prozess stark beeinflussen können. Neben den Konflikten zwischen Befürworter*innen der privaten PKW-Nutzung und Anhänger*innen alternativer Mobilitätsformen, die sich unmittelbar im Verteilungskampf um öffentliche Flächen manifestieren, wirken sich auch parteipolitische Machtkämpfe zwischen Stadt- und Bezirksebene auf die Prozesse aus. Diese Auseinandersetzungen hängen oft nur indirekt mit der eigentlichen Standortplanung zusammen, haben jedoch das Potenzial der Verlauf maßgeblich zu beeinflussen.

Mobility Hubs are multimodal nodes where different modes of transportation are integrated in physical space. A central element is often the provision of shared mobility services. Increasingly, public Mobility Hub projects in European cities are being initiated and organized significantly by municipal actors. These projects have a fundamentally open potential user group and are largely located in public spaces. Mobility Hub projects are characterized by actor constellations involving several state or municipal as well as private actors. In contrast to traditional public transport, these structures are less established and are particularly contested in highly urbanized areas, as various actors have different claims on public space. These conflicts and claims are particularly evident in the location planning process of Mobility Hubs. The main objective of this thesis is to analyze the location planning process of Mobility Hubs, focusing on the involved actors, methods, and framework conditions. Special attention is given to external influencing factors that significantly shape the location planning process. Based on the analysis, specific recommendations for action for the respective actor groups are developed. The WienMobil-Stationen, Mobilitätspunkte and the ZüriMobil-Stationen as well as the Zurich follow-up project are examined in a case study analysis. Expert interviews with those actively involved in the planning process are the primary data collection method. The results are evaluated using qualitative content analysis. Key findings of the study show that the ownership of land for potential Mobility Hub locations is crucial for the relevance and actionability of individual actors in the location planning process. Also, pragmatic motives gain importance in operational planning, while positively formulated location criteria in the terms of “optimal” locations play a greater role in the strategic planning phase. Another central finding concerns the planning methodology: location negotiation, i.e. the discussion of individual locations in physical space, is a key communication format and has a significant influence on the location decision. Additionally, there are some important findings regarding central political-symbolic lines of conflict in the context of location planning, which can strongly influence the process. Besides the conflicts between proponents of private car usage and supporters of alternative forms of mobility, which manifest directly in the struggle for the distribution of public space, party-political power struggles between the city and district levels also affect the processes. These disputes are often only indirectly related to the actual location planning, but have the potential to significantly influence the process.
