Stage 1: Content of the "Whiteplan"
• ,,White Areas" without principle restrictions for building development
• Classification of areas where no building development shall take place (negative map):
• Natural hazard zones (floods, avalanches, etc.)
• Areas for constructional protective measures
• Nature protection areas
• Protection of agricultural land
• Protection of religious and cultural important areas
• Planning corridors technical infrastructure, e.g. highways
• Land securing for special construction, e.g. waste water treatment plants
• Archaeological excavation areas
• Mining areas (stone, ore, coal, etc.)
• First draft of development cells for further development (optional)
Stage 2: Further Refining
• Classification of areas where no building development shall take place
(Transfer of the negative map from the „Whiteplan")
• Classification of suitable zones for building development including existing settlement areas (based on the white areas and first draft of development cells for further development from the "Whiteplan")
• Basic specifications for the particular development zones:
• Main use: e.g. residential area, business area, public buildings
• Guidelines for traffic access
• Specification of density
• Time zones for development
• Provision with technical and social infrastructure
