Diese Diplomarbeit untersucht urbane Interventionen als Instrumente zur Förderung sozial nachhaltiger Nachbarschaften. Angesichts wachsender gesellschaftlicher Herausforderungen in Wien wird das Konzept des „Grätzlherzens“ als innovativer Ansatz zur Stärkung des sozialen Zusammenhalts analysiert. Niklas Luhmann beschreibt Gesellschaft als autonome Systeme, die sich selbst organisieren, wobei Orte der Begegnung erforderlich sind, um soziale Kreise zu verbinden. In diesem Kontext bietet die De-Industrialisierung Wiens Potenzial für die Schaffung solcher Begegnungsräume, insbesondere in ungenutzten Industriebauten. Der Fokus liegt auf dem Bezirk Penzing, einem wachsenden Stadtteil, der bislang in der Stadtplanung weniger Beachtung fand. Die zentrale Fragestellung lautet: Wie lässt sich ein „Grätzlherz“ in einem Industriebestand Penzings integrieren, um eine sozial nachhaltige Nachbarschaft zu fördern? Zur Beantwortung dieser Frage wurde eine umfassende Methodik angewandt. Expertinnen-Interviews mit Akteurinnen aus der Stadtentwicklung dienten der Überprüfung der Relevanz des Themas und seiner Einordnung in die städtischen Planungsprozesse. Literaturrecherche und Bestandsanalyse ermöglichten eine tiefere Kontextualisierung des Themas. Zusätzlich wurden Vorträge und Veranstaltungen besucht, um wertvolle Inspirationen zu gewinnen und relevante Themen zu identifizieren. Begehungen von städtischen Gebieten ermöglichten eine konkrete Analyse bestehender städtebaulicher Interventionen. Eine zentrale Grätzlumfrage, die die Bedürfnisse der Anwohnerinnen untersuchte, lieferte entscheidende Erkenntnisse und Nutzungsvorschläge. Diese Ergebnisse flossen in den Entwurf des „Grätzlherzens“ ein. Das Konzept des „Grätzlherzens“ bietet eine Lösung für die Herausforderungen des 21. Jahrhunderts, indem es die Risiken von Klimawandel, Urbanisierung, Globalisierung und sozialer Ungleichheit adressiert. Es fördert solidarisches und gemeinschaftliches Zusammenleben, indem es Räume für den Austausch und die Integration von Bewohnerinnen schafft. Die Grätzlumfrage bestätigte die angenommenen Bedürfnisse der Anwohner*innen. Diese Ergebnisse unterstreichen den Bedarf, die Nachbarschaft aufzuwerten und Orte für gesellschaftlichen Austausch zu schaffen. Internationale Beispiele wie das Haus der Statistik in Berlin verdeutlichen, wie flexible und offene Räume kreative und soziale Innovationen fördern können. Auch in Wien wird der öffentliche Raum zunehmend als Gesundheits- und Begegnungsort bedeutender, besonders angesichts der wachsenden sozialen Ungleichheit, die durch die Corona-Pandemie verstärkt wurde. Die Planungsstrategie der Stadt Wien fördert partizipative Stadtgestaltung, Nachhaltigkeit und soziale Inklusion als zentrale Ziele. Das „Grätzlherz“ lässt sich in diese Strategie integrieren, indem es zur Stärkung von Nachbarschaften und Gemeinschaften beiträgt und gleichzeitig die öffentlichen Räume der Stadt positiv als Impulsgeber beeinflusst. Oldenburgs Auffassung von Third Places unterstützt dieses Konzept, indem er die Notwendigkeit betont, solche inklusiven und lokal verankerten Treffpunkte in städtische Strukturen zu integrieren, um soziale Entfremdung zu überwinden und das kollektive Wohl zu fördern.

This thesis explores urban interventions as tools to promote socially sustainable neighborhoods. In light of growing societal challenges in Vienna, the concept of the "Grätzlherz" is analyzed as an innovative approach to strengthening social cohesion. Niklas Luhmann describes society as autonomous systems that self-organize, where places of encounter are necessary to connect social circles. In this context, Vienna’s de-industrialization offers potential for creating such meeting spaces, especially in unused industrial buildings. The focus is on the district of Penzing, a growing neighborhood that has so far received little attention in urban planning. The central research question is: How can a "Grätzlherz" be integrated into Penzing's industrial stock to foster a socially sustainable neighborhood? To answer this question, a comprehensive methodology was applied. Expert interviews with stakeholders from urban development were conducted to assess the relevance of the topic and its position within urban planning processes. Literature research and an analysis of the existing stock provided a deeper contextualization of the topic. Additionally, lectures and events were attended to gain valuable insights and identify relevant themes. Walkthroughs of urban areas enabled a concrete analysis of existing urban interventions. A central neighborhood survey, which investigated the needs of local residents, provided crucial findings and usage suggestions. These results were incorporated into the design of the "Grätzlherz." The concept of the "Grätzlherz" offers a solution to the challenges of the 21st century by addressing the risks of climate change, urbanization, globalization, and social inequality. It promotes solidarity and communal living by creating spaces for exchange and integration of residents. The neighborhood survey confirmed the assumed needs of the residents. These findings highlight the need to enhance the neighborhood and create spaces for social interaction. International examples, such as the Haus der Statistik in Berlin, illustrate how flexible and open spaces can foster creative and social innovations. In Vienna, public spaces are increasingly becoming significant as places for health and interaction, especially in the face of growing social inequality, which was exacerbated by the COVID-19 pandemic. Vienna's urban planning strategy promotes participatory urban design, sustainability, and social inclusion as central objectives. The "Grätzlherz" can be integrated into this strategy by contributing to the strengthening of neighborhoods and communities while positively influencing the city's public spaces as catalysts. Oldenburg's concept of Third Places supports this idea by emphasizing the need to integrate such inclusive and locally rooted meeting points into urban structures to overcome social alienation and promote collective well-being.
