Rivistane Caserma Piave : Revitalisierung und Nachnutzung einer ehemaligen Militärkaserne im Pustertal

Abstract

In Südtirols Städten und Dörfern stehen zahlreiche ehemalige Militärkasernen seit Jahren oder Jahrzehnten leer. Diese Areale, einst strategisch wichtige Standorte, haben mit dem Rückbau des Militärs ihre ursprüngliche Funktion verloren und hinterlassen großflächige, meist abgeschottete Anlagen in zentralen Lagen. Die Gebäude verfallen zusehends, Freiräume verwildern, und die nicht genutzten Flächen wirken wie Barrieren im städtischen oder dörflichen Gefüge. Die Nachnutzung ist durch die meist komplizierten Eigentumsverhältnisse, die teils denkmalgeschützte Bausubstanz und die großen planerischen Herausforderungen erschwert. Gleichzeitig bieten diese Orte aber großes Potenzial. Als weitgehend unberührte Flächen mit geschichtlichem Tiefgang und starker räumlicher Präsenz eröffnen sie neue Chancen für eine nachhaltige und sozial wertvolle Entwicklung. Die Frage ist nicht nur, wie diese Kasernen umgenutzt werden können, sondern auch, welche Haltung gegenüber dem Bestand und seiner Geschichte eingenommen wird und wie daraus zukunftsfähige Orte entstehen können. Diese Diplomarbeit soll deshalb einen Vorschlag zur Revitalisierung und Nachnutzung der Piave Kaserne in Toblach bieten. Durch ein ganzheitliches Konzept, dass sowohl Interventionen an Gebäuden aber auch gezielte Interventionen an Freiräumen vorsieht, soll das ehemalige Militärareal zu einem qualitativen Ort werden, in dem Neues Wohnen ermöglicht werden kann. Der erste Teil erläutert zunächst den geschichtlichen und politischen Kontext, indem die Finanz- und Militärkasernen im Pustertal entstanden sind und hilft so im Verständnis zum Umgang mit dem Bestand. Obwohl die Arbeit sich primär mit Militärkasernen befasst, wird exemplarisch auch eine Finanzkaserne angeführt. Ergänzend zum geschichtlichen Teil, werden Erinnerungen von Zeitzeugen präsentiert, die freundlicherweise von zwei Filmemachern aus Südtirol zur Verfügung gestellt wurden. Abgeschlossen wird der theoretische Teil durch einen kritischen Blick in die Zukunft und zwei gelungenen Referenzprojekten, die Drususkaserne im Vinschgau und die Kaserne in Basel. Im zweiten Teil geht es fokussierter um den Standort Toblach und dessen geschichtliche und touristische Siedlungsentwicklung. In diesem Zuge wird ein Blick auf die lokale Wohntradition geworfen und das im Diplomseminar erarbeitete “Ritual des Wohnens” erläutert. Es folgt dann die ausführliche Bestandaufnahme und eine Fotodokumentation der Piave Kaserne, die einen Überblick über das Areal geben und den Zustand der einzelnen Gebäude vermitteln soll. Im praktischen Teil, dem Entwurf, wird dann zunächst durch die bereits genannten Freirauminterventionen geführt. Unter anderem wird hier die neue Lesbarkeit und Zugänglichkeit behandelt und ein Konzept zum Umgang mit den Freiflächen geboten. Der Fokus liegt dann auf den Gebäudeinterventionen und die Adaption dieser zu permanenten und temporären Wohneinheiten, ein detaillierter Entwurf liegt hier für das Haupthaus vor. Die weiteren Gebäude fügen sich funktional und konzeptionell in das Gefüge ein. Der Entwurf soll zeigen wie bestehende und großflächige Nichtnutzung unter Bewahrung des Bestandes aktiviert werden könnte, und einladen die aktuelle Situation zwischen Leerstand und Abriss der Kasernenareale zu hinterfragen.

In South Tyrol's towns and villages numerous former military barracks have stood empty for years or decades. These areas, once strategically important locations, have lost their original function with the dismantling of the military, leaving behind large, mostly isolated complexes in central locations. The buildings are increasingly falling into disrepair, open spaces are becoming overgrown and the unused areas act as barriers in the urban or village context. Reuse is made difficult by the usually complicated ownership structures, the protected buildings and the major planning challenges. At the same time, however, these locations offer great potential. As largely untouched areas with historical depth and a strong spatial presence, they open up new opportunities for sustainable and socially valuable development. The question is not only how these barracks can be repurposed, but also what attitude should be adopted towards the existing buildings and their history and how sustainable places can be created from them.This diploma thesis is therefore intended to offer a proposal for the revitalisation and subsequent use of the Piave barracks in Dobbiaco. Through a complete concept that includes interventions on buildings as well as targeted interventions on open spaces, the former military area is to become a qualitative place where new living can be made possible.The first part explains the historical and political context in which the financial and military barracks in the Puster Valley were built and in this way helps to understand how to deal with the existing buildings. Although the work is primarily concerned with military barracks, a financial barrack is also cited as an example. In addition to the historical part, memories of contemporary witnesses are presented, which were kindly made available by two filmmakers from South Tyrol. The theoretical part is concluded with a critical look into the future and two inspiring reference projects, the Drususkaserne in Vinschgau and the Kaserne in Basel.The second part focuses more specifically on the site of Dobbiaco and its historical and touristic development. In this context, a look is taken at the local housing tradition, and the “ritual of living” developed during the diploma seminar is explained. This is followed by a detailed survey and a photographic documentation of the Piave Barracks, providing an overview of the site and conveying the condition of the individual buildings.In the practical section—the design project—the focus initially lies on the previously mentioned interventions in the open space. This includes the creation of new interpretability and accessibility, as well as a conceptual approach to dealing with the open areas. The emphasis then shifts to the architectural interventions and the adaptation of the buildings into permanent and temporary residential units. A detailed design is presented for the main building, while the other structures are integrated both functionally and conceptually into the overall framework.The design aims to demonstrate how existing, large-scale unused areas can be reactivated while preserving the existing structures. At the same time, it invites a critical reflection on the current situation between vacancy and demolition of former military sites.
