Das Wilde Wien. Die verborgene Geschichte der informellen Urbanisierung der Stadt

Abstract

Diese Dissertation in Form einer Monografie untersucht informelle Urbanisierungsprozesse in Wien im 20. Jahrhundert und analysiert deren Entstehung, Entwicklung und langfristige stadtplanerische, stadträumliche sowie – soweit möglich – stadtsoziologische Implikationen. Informelle bzw. „wilde“ Siedlungen entstanden in Wien insbesondere als Reaktion auf tiefgreifende gesellschaftliche und wirtschaftliche Krisen, darunter zwei Weltkriege sowie die Weltwirtschaftskrise, die mit Nahrungsmittelknappheit, Wohnungsnot und institutioneller Überforderung einhergingen. In diesem Kontext formierte sich ein großmaßstäbliches Selbsthilfeprojekt – ein grand projet informeller Urbanisierung. Die Arbeit rekonstruiert die Ursprünge dieser „wilden“ Siedlungen, analysiert ihre sozialräumlichen Charakteristika so-wie die späteren, teils jahrzehntelangen Formalisierungsprozesse. Zudem werden die langfristigen Auswirkungen dieses historischen Erbes auf den gegenwärtigen Stadtraum thematisiert. Ein zentrales Anliegen der Studie ist es, die Reaktionen öffentlicher Institutionen auf das Phänomen über mehrere Jahrzehnte hinweg nachzuzeichnen und damit neue Perspektiven auf die Entwicklung stadtplanerischer Diskurse und Steuerungsinstrumente im 20. Jahrhundert zu eröffnen. Die vielfältigen Erscheinungsformen des „informellen Wiens“ führten zu einer nachhaltigen Debatte darüber, wie insbesondere in den peripheren Lagen der Stadt nach 1945 eine neue städtebauliche Ordnung hergestellt werden könne. Die Untersuchung basiert auf einem multimethodischen Forschungsdesign, das quantitative und qualitative Ansätze miteinander verknüpft. Dies ermöglicht eine differenzierte Analyse der sich wandelnden Bedeutung informeller Urbanisierungsformen, ihrer formellen Integration sowie der parallelen Entwicklung formeller Planungsinstrumente. Im Rahmen einer vergleichend-historischen Perspektive werden formelle und informelle Raumproduktionsprozesse systematisch gegenübergestellt. In diesem Zusammenhang wird die Rolle informeller Siedlungsformen bei der Beantwortung der „Wohnungsfrage“ in der Zwischenkriegszeit und darüber hinaus kritisch reflektiert. Besondere Aufmerksamkeit gilt dabei den Spannungsverhältnissen zwischen informellen Entwicklungsdynamiken und den normativen wie instrumentellen Strukturen formeller Stadtplanung – Spannungen, die als Schlüssel zum Verständnis langfristiger städtebaulicher Transformationen Wiens gelten können. Darüber hinaus entwickelt die Dissertation einen typologischen Ansatz zur Graduierung informeller Siedlungsformen, der die zeitliche Rekonstruktion von Formalisierungsprozessen erlaubt. Diese konzeptionelle Differenzierung leistet einen Beitrag zur Weiterentwicklung internationaler Klassifikationsansätze informeller Urbanisierung und unterstützt den transregionalen Vergleich entsprechender Phänomene im globalen Süden wie im globalen Norden.

This dissertation, presented in the form of a monograph, investigates processes of informal urbanization in Vienna during the 20th century, analyzing their emergence, development, and long-term implications for urban planning, spatial organization, and urban sociology. Informal or so-called "wild" settlements emerged in Vienna primarily as a response to pro-found social and economic crises, including two World Wars and the Great Depression, which were accompanied by food shortages, housing scarcity, and institutional overstretch. In this context, a large-scale self-help movement evolved—a grand projet of informal urban-ization.The study reconstructs the origins of these "wild" settlements, examines their socio-spa-tial characteristics, and traces the subsequent, often decades-long, processes of formaliza-tion. Furthermore, it addresses the lasting impact of this historical legacy on Vienna's con-temporary urban fabric.A key objective of the dissertation is to trace the responses of public institutions to the phenomenon across several decades, thereby opening up new perspectives on the devel-opment of planning discourses and regulatory instruments throughout the 20th century. The diverse manifestations of "informal Vienna" triggered an enduring debate on how a new spatial order could be re-established in the city’s peripheral zones, particularly after 1945.The study is based on a multi-method research design that integrates both quantitative and qualitative approaches. This allows for a nuanced analysis of the shifting significance of informal urbanization, its incorporation into formal structures, and the parallel evolution of formal planning practices. Through a comparative historical lens, formal and informal modes of space production are systematically juxtaposed. Within this framework, the role of informal settlement practices in addressing the "housing question" during the interwar period—and beyond—is critically examined. Special attention is paid to the tensions be-tween informal development dynamics and the normative as well as instrumental frame-works of formal urban planning—tensions that are key to understanding the long-term urban transformation of Vienna.In addition, the dissertation develops a typological approach for the gradation of informal settlements in Vienna, enabling a temporal reconstruction of formalization processes. This conceptual differentiation contributes to the advancement of international classification sys-tems for informal urbanization and supports the transregional comparison of related phe-nomena in both the Global South and the Global North.
