Klimamobilitätsplan : Instrument für die Mobilitätswende : eine Fallstudie zu den Pilotkommunen in Baden-Württemberg

Abstract

Vor dem Hintergrund anhaltend hoher verkehrsbedingter Treibhausgasemissionen und drohender Zielverfehlungen im Klimaschutz analysiert diese Diplomarbeit das sektorale, kommunale Planungsinstrument Klimamobilitätsplan (KMP). Als Instrument vereint der KMP zentrale Elemente des Sustainable Urban Mobility Plan (SUMP) und des Verkehrsentwicklungsplans (VEP), erweitert diese jedoch um eine explizit klimaschutzorientierte planerische Ausrichtung. Die CO2-Einsparpotenziale der KMP-Maßnahmen werden mithilfe eines Verkehrsmodells quantifiziert. Im Rahmen einer Fallstudie zu KMP-Pilotkommunen in Baden-Württemberg werden strukturelle Rahmenbedingungen, Umsetzungsprozesse und Akteurskonstellationen untersucht. Methodisch stützt sich die Arbeit auf qualitative Inhaltsanalysen der zusammengestellten Materialien sowie vertiefende Expert:innen-Interviews. Angelehnt an die SWOT-Analyse werden die Stärken, Schwächen, Chancen und Risiken des Instruments systematisch herausgearbeitet. Zudem erfolgt eine strukturierte Reflexion der Anwendung des Klimamobilitätsplans in Baden-Württemberg anhand eines eigens entwickelten Bewertungsrasters. Ergänzend erfolgt eine quantitative Erhebung zu vorhandenen thematischen Planwerken, Mobilitätsdaten und Verkehrsmodellen potenzieller KMP-Kommunen in Deutschland und Österreich. Die gewonnenen Erkenntnisse bilden die Grundlage für praxisnahe Handlungsempfehlungen für interessierte Städte, Gemeinden und Akteur:innen. Wesentliche Erkenntnisse der Arbeit sind: (1) Die Umsetzung des KMP in den Pilotkommunen stellt ein Good-Practice-Beispiel dar, an dem sich andere Kommunen orientieren sollten. (2) Beim Vergleich der Pilotkommunen werden zahlreiche inhaltliche und methodische Gemeinsamkeiten, aber auch individuelle Schwerpunkte sichtbar. Vor allem aus den Unterschieden lassen sich Innovationspotenziale für die Mobilitätsplanung und den KMP ableiten. (3) Kommunen können mithilfe eines Verkehrsmodells die CO2-Wirkungen vieler Maßnahmen abbilden. Sie sollten qualitative Ziele ergänzen, um die Ergebnisqualität zu erhöhen. (4) In allen KMP werden Push- und Pull-Maßnahmen kombiniert. Maßnahmen mit besonders großer Klimawirkung sind regulative Maßnahmen, der Ausbau des ÖPNV sowie die Elektrifizierung des Verkehrs. Auch bewusstseinsbildende Maßnahmen, die nur schwer quantifizierbar sind, werden als besonders wichtig für die Mobilitätswende eingestuft. (5) Eine gute Einbettung des Klimamobilitätsplans in übergeordnete Policies ist notwendig. In Baden-Württemberg ist dies auf kommunaler und Landesebene gegeben. Eine engere Zusammenarbeit mit Bundes- und EU-Ebene ist jedoch erforderlich, insbesondere im Hinblick auf die Annahmen für das Rahmenszenario. (6) Die meisten der untersuchten Kommunen in Deutschland und Österreich haben Klimaschutz- und Mobilitätskonzepte. Mehr als die Hälfte der Kommunen hat ein kommunales multimodales Verkehrsmodell. Somit ist eine gute Basis für die Implementierung eines KMP oder eines stärker auf den Klimaschutz ausgerichteten SUMP bzw. VEP vorhanden.

In light of persistently high transport-related greenhouse gas emissions and the looming threat of failing to meet climate targets, this master’s thesis analyses the sectoral, municipal planning instrument Climate Mobility Plan (KMP). As an instrument, the KMP integrates key elements of the Sustainable Urban Mobility Plan (SUMP) and the Transport Development Plan (VEP), but extends these by incorporating an explicitly climate protection-oriented planning approach. The CO2 savings potentials of the KMP measures are quantified using a transport model. Within the framework of a case study of KMP pilot municipalities in Baden-Württemberg, structural conditions, implementation processes, and stakeholder constellations are examined. Methodologically, the study is based on qualitative content analyses of collected materials as well as in-depth expert interviews. Drawing on a SWOT analysis, the strengths, weaknesses, opportunities, and threats of the instrument are systematically identified. Furthermore, a structured reflection on the application of the Climate Mobility Plan in Baden-Württemberg is carried out using a custom-developed evaluation framework. Additionally, a quantitative survey is conducted on existing thematic planning documents, mobility data, and transport models of potential KMP municipalities in Germany and Austria. The insights gained form the basis for practical recommendations for interested towns, municipalities, and stakeholders. Key findings of the thesis include: (1) The implementation of the KMP in the pilot municipalities is an example of good practice that other municipalities should use for orientation. (2) A comparison of the pilot municipalities reveals numerous similarities in terms of content and methodology, but also individual focal points. It is precisely these differences that generate potential for innovation in mobility planning and the KMP. (3) Municipalities can use a transport model to map the CO2 effects of many measures. The quality of the results can be further improved by adding qualitative targets. (4) Push and pull measures are combined in all KMPs. Measures with a particularly large climate impact are regulatory measures, the expansion of public transport and the electrification of vehicles. Awareness-raising measures, which are difficult to quantify, are also considered particularly important for the mobility transition. (5) It is necessary to embed the climate mobility plan well in overarching policies. In Baden-Württemberg, this is the case at municipal and state level. However, closer cooperation with the federal and EU levels is necessary, especially with regard to the assumptions for the framework scenario. (6) Most of the municipalities analysed in Germany and Austria have climate protection and mobility concepts. More than half of the municipalities have a municipal multimodal transport model. This provides a good basis for implementing a KMP or a SUMP or VEP that is more geared towards climate protection.
