Aufgrund steigender Verfl echtungen zwischen Städten und Umland lassen sich viele Aufgaben nur auf Ebene der Stadtregion und somit zwischen mehreren Gebietskörperschaften lösen. Die größte Herausforderung ist die Steuerung von Stadtregionen, denn Kooperation und Konkurrenz liegen oft eng beisammen. Um stadtregionale Kooperationen zu forcieren, werden in zahlreichen Arbeiten Best-Practice Beispiele aufgearbeitet und Handlungsempfehlungen abgeleitet. Allerdings stehen die Stadtregionen vor unterschiedlichen Ausgangslagen, sodass zu klären ist, was wo und unter welchen Umständen funktioniert. Ziel der Arbeit ist es, Erklärungen und Gründe zu fi nden, warum in manchen Stadtregionen auf stadtregionaler Ebene kooperiert wird, in anderen nicht. Argumentiert wird, dass die Ursachen insbesondere auf der lokalen Ebene liegen. Über einen Mixed-Methods Ansatz werden strukturelle und akteursbezogene Faktoren in den Stadtregionen Villach und Bludenz auf ihr Erklärungspotenzial hin untersucht. Deutlich wird, dass die strukturellen Faktoren wichtig, alleine aber nicht aussagekräftig sind. Akteurszentrierte Faktoren liefern relevante Hinweise, um die Formierung stadtregionaler Kooperationen zu erklären; sie sind jedoch ihrerseits an die strukturellen Gegebenheiten gekoppelt.

Due to increasing interdependences between cities and their surrounding areas, many tasks can only be solved at the level of the urban region and thus between several authorities. As cooperation and competition are closely linked together, the controlling of an urban area is the biggest challenge. In order to force urban regional cooperations, the focus of many papers is to seek lessons from other cases and to derive actions. But urban regions are facing different starting points. Hence it must be clarifi ed what works where and under which circumstances. The aim of this paper is to fi nd explanations and reasons why urban regional cooperations are limited to some urban regions. It is argued, that the reasons can be found at the local level. By using a mixed-methods approach, structure and actor related factors will be examined if they can explain urban regional cooperation in the areas of Villach and Bludenz. It becomes clear, that structure related factors are important. However considering structural factors alone, they have no signifi cance. In contrast, actor related factors can provide valuable hints in order to explain urban regional cooperations. But they are linked to structural conditions.
