Naturgefahren und der menschliche Lebensraum stehen seit jeher immer wieder im Konflikt, wodurch es zu folgenschweren Schadensereignissen kommen kann. Die aktuellen Gefahrenzonenplanungen und Überlegungen des Naturgefahrenmanagements konzentrieren sich hauptsächlich auf hochwertige Baulandwidmungen. Aber auch das Grünland weist teilweise größere Bauführungen und intensiv genutzte Flächen auf, was ebenso zu einer hohen Vulnerabilität der Nutzungen führt. Die vorliegende Diplomarbeit befasst sich mit dem Überschneidungsbereich von Grünland-Sonderwidmungen und Naturgefahren im Land Niederösterreich. Das Niederösterreichische Raumordnungsgesetz sieht insgesamt 22 unterschiedliche Grünland-Widmungsarten vor, die im Zusammenhang mit Hochwässern, Steinschlägen, Rutschungen oder Lawinen ein unterschiedliches Schadensrisiko aufweisen. Mithilfe verschiedener Analysen werden im Rahmen dieser Arbeit die Häufigkeit der Überschneidungsbereiche und deren möglichen Folgen dargelegt. So haben etwa ein Drittel der Gemeinden Grünlandwidmungen im hochwassergefährdeten Bereich ausgewiesen, die die Errichtung von Bauwerken ermöglichen. Nach einer Risikoanalyse für die 22 Grünland-Widmungsarten werden Lösungsvorschläge für den zukünftigen planungspraktischen Umgang mit dieser Problematik vorgestellt. Die Empfehlungen sollen dabei helfen, eine Grundlage für eine risikoangepasste Raumnutzung im Naturgefahrenmanagement zu liefern.

Natural hazards and the human habitat have always been in conflict, which can lead to heavy damages. The current danger zone planning and considerations of natural hazards management are mainly concentrated on high-quality building land designations. However, the grassland also shows a number of larger buildings and intensively used areas, which also lead to a high vulnerability. This diploma thesis deals with the overlapping area of grassland designations and natural hazards in the province of Lower Austria. The spatial planning regulation of Lower Austria includes for a total of 22 different types of grassland, which have a different risk of damage in connection with floods, stone impacts, landslides or avalanches. Using various analyzes the frequency of the overlap areas and their possible consequences are displayed. For example, about one third of the municipalities have designated grassland, which allows the construction of buildings, in the high-risk area. After a risk analysis for the 22 types of grassland designations, solutions for the future planning-practical handling of this problem will be presented. The recommendations should help to provide a basis for risk-adapted space utilization in natural hazards management.
