Die zukünftige Entwicklung städtischer Räume muss unter Einhaltung von Planungsansätzen, wie Ressourcenschonung, Kompaktheit, Dichte und Nachhaltigkeit erfolgen und dabei seinen Einwohnern und Besuchern qualitativen Lebensraum und Entwicklungsmöglichkeiten bieten. Die zeitgenössische Stadtplanung ist angehalten den zur Verfügung stehenden Raum bestmöglich zu entwickeln und der Zersiedelung entgegenzuwirken. An dieser Stelle treten Brachflächen in den Planungsfokus. Diese Flächen werden vermehrt als ungenutzte Ressource im Stadtgebiet erkannt und Umwandlungsprozessen unterzogen. Brachflächen wirken sich erheblich auf das Image und die Wettbewerbsfähigkeit einer Stadt aus. Damit ihre Umwandlung den erhofften Gewinn bringt, müssen sie durchdacht und perspektivisch entwickelt werden. Diese Arbeit widmet sich der Bedeutung der Brachfläche in einer strategieorientierten Stadtentwicklungsplanung. Die Themenfelder zu theoretischen Grundlagen der Problematik von Brachflächen zeigen, wie komplex und weitreichend Brachflächenrevitalisierungsprojekte sind. Der praktische Zugang zu Brachflächenkonversion wird durch Planungsinstrumente vorgestellt. Der Analyseteil befasst sich mit dem Einfluss und der Auswirkung von Brachflächen auf das Grazer Stadtgebiet. In der vorliegenden Arbeit wird dargestellt, dass durch strategieorientiertes und aktives Handeln die Brachflächenentwicklung eine Standortaufwertung und damit auch eine Steigerung der Wettbewerbsfähigkeit nach sich zieht.

The future development of urban areas should follow planning approaches, such as resource conservation, compactness, density and sustainability and to offer its inhabitants and visitors quality habitat and development possibilities. The contemporary city planning should develop available space optimally and counteract urban sprawl. At this stage, brownfields become part of the planning focus. These areas are increasingly recognized as an untapped resource in the urban area and are subjected to transformation processes. Brownfields have a significant impact on the image and competitiveness of a city. In order to achieve the expected profit, their conversion is to develop clever and perspectively. This thesis is dedicated to the importance of brownfields in a strategy-oriented urban development planning. The topics about the theoretical principles of problems of brownfields show how complex and far reaching projects of brownfield revitalization are. The practical access to brownfield development is presented by planning instruments. The analysis deals with the influence and impact of brownfields on the urban area of Graz. This thesis shows that, with strategy-oriented and active approach, the brownfield development provides a local upgrading and increases the competitiveness.
