Goals of the thesisThis thesis aims to develop a roll-out plan for portfolio management for infrastructureproviders. Such corporations are usually publicly owned and do not only followentrepreneurial goals but also macro-economic purposes. The thesis focuses on the relatedspecific framework conditions.Project Portfolio Management - PPM aims at an optimized set of projects that fulfils thecorporate strategic goals. The portfolio has to be balanced with regard to costs, risks, andbenefits. The thesis comprises descriptions of main elements of PPM and detailed discussionof selected aspects, including approval requirements for projects, asset management,portfolio risk management, annual cost adjustments, and Key Performance Indicators.Specific focus is on the infrastructure division at Wiener Linien as a case study. WienerLinien is the operator of the public transport system (metros, tramways, busses) in the Cityof Vienna, which is the sole owner of Wiener Linien.Methods usedBy conducting literature research, relevant findings are discussed and analyzed with specificfocus on the requirements of publicly owned infrastructure providers. Finalrecommendations are prepared on basis of a SWOT analysis of Wiener Linien as the casestudy of this thesis. The author ́s personal long-term experience at various infrastructureoperators is considered throughout the thesis.Results and conclusionsBy analyzing the status at Wiener Linien and sorting the required elements of a PPM, a rolloutplan is proposed. This plan considers the current implementation status of all elements,their interrelations, required conceptional and implementation time as well as estimatedduration of initial deployment.The main results and recommendations are finally discussed with respect to theirapplicability for infrastructure providers in general. In addition, ideas on further theses ordissertations are proposed.
