Die kleine waldviertler Gemeinde Altenburg liegt am Rande des Kamptales, und grenzt im Nordosten an die Bezirkshauptstadt Horn. Die Gemeinde umfasst fünf Orte und weißt eine aktuelle Bevölkerungszahl von 1124 Bewohnern auf.<br />Durch die Errichtung eines Freizeit- und Veranstaltungszentrums soll der Ort aufgewertet werden, um Zuzug zu fördern und der Landflucht zukünftig entgegen zu wirken. Der daraus resultierende Wohnungsbedarf wird durch eine etappenweise Ortserweiterung, welche als autofreie Wohnsiedlung konzipiert ist, gedeckt. Bei dem Projekt ist bei der Planung und Umsetzung großes Augenmerk auf die Schonung natürlicher Ressourcen sowie Nachhaltigkeit und Energieeffizienz gelegt worden. Durch die gekoppelte Bauweise werden die Außenhautflächen auf ein Minimum reduziert und so der Energieverbrauch gesenkt.<br />Durch die Errichtung eines Veranstaltungszentrums wird das Kulturangebot gestärkt und der Raumnot in der Gemeinde entgegengewirkt. Ein Multifunktionssaal bietet die Möglichkeit Seminare, Kabarettabende und dergleichen abzuhalten, sowie diesen für private Geburtstagsfeiern, Clubbings, etc. zu vermieten. Das ebenfalls darin untergebrachte Restaurant mit Aussichtsterrasse, soll das neue Herz der Ortserweiterung und des gesamten Ortes werden.<br />Das Freizeitzentrum mit bietet sämtliche Angebote, wie zwei Beachvolleyballplätze, einen Kinderspielplatz, ein Schwimmbiotop, Umkleiden bzw. ein Sporttreff und ein Jugendzentrum. Ein Teil des Parkplatzes ist so gestaltet, dass dieser nur zu Veranstaltungen geöffnet und sonst als multifunktionale Fläche für öffentliche Feste bzw. sportliche Aktivitäten wie Inline-Hockey und Street-Basketball im Sommer oder Eislaufen und Eisstockschießen im Winter zur Verfügung steht.<br />
