Zur Schaffung eines einheitlichen transeuropäischen Bahnsystems wurden Technische Spezifikationen für die Interoperabilität eingeführt, welche im Bereich der Infrastruktur bisher nur das Hochgeschwindigkeitsbahnsystem umfassten. Mit der Einführung der Technischen Spezifikationen für die Interoperabilität des konventionellen Eisenbahnsystems, welche für Mitte 2011 erwartet wird, ergeben sich Änderungen am Markt für Zertifizierungsleistungen durch die Benannten Stellen. Neben den bereits erforderlichen Überprüfungen im Bereich des Hochgeschwindigkeitsbahnnetzes sind dann ebenfalls im Bereich des konventionellen Eisenbahnsystems Zertifizierungen vorzunehmen. Da der Umfang der erforderlichen Prüfungen derzeit weder den benannten Stellen, noch den Eisenbahninfrastrukturunternehmen bekannt ist, wurde das zu erwartende Marktpotential für diese Zertifizierungen näher untersucht. Hierzu wurden die Bahnnetze nach Länge und Anteil des Hochgeschwindigkeits- und konventionellen Netzes untersucht sowie die Investitionen der Eisenbahninfrastrukturunternehmen erfasst. In einem zweiten Schritt wurden die Investitionen von 4 Eisenbahninfrastrukturunternehmen näher untersucht, um den Anteil der Investitionen in das konventionelle Eisenbahnnetz zu erfassen.
