Das Nutzungs- und Bebauungskonzept für das 1,5 km lange ehemalige Bahngelände lässt eine neue Zone mit eigener Identität in Palermo entstehen, die nicht mit den bestehenden Vierteln konkurriert, sondern die Vielfalt Palermos um eine Facette ergänzt. Um einen realen Bezug zu haben, geht das Konzept einen Kompromiss zwischen wirtschaftlicher Realität und idealer Nutzung eines freien urbanen Raumes ein. Der hohe Grundstückspreis in Palermo fordert eine entsprechende Gebäudenutzfläche, ohne dabei die Fehler der früher erarbeiteten Entwicklungsstudien von Bonet, Le Corbusier etc. zu wiederholen. Ein verbindendes Element soll Identität schaffen, Neugierde wecken und unterschiedliche Funktionen aufnehmen.<br />Es entstand die Idee eines Bandes, welches sich meist erhöht über das ganze Grundstück erstreckt und ihm eine eigene Identität gibt. Barrieren wie die Bahn und mehrspurige Straßen werden überwunden und eine neue Wahrnehmungsebene (+7m) des städtischen Raumes ermöglicht.<br />Die Form reagiert auf die nun durchgängigen Straßenachsen, nimmt deren Querimpuls auf und begleitet sie. Egal ob Stiege, Rampe, Dach, Beschattung, Grünfläche oder Gebäude, die Bebauung windet sich um kleine Plätze und große Parkflächen, um Räume unterschiedlichen Charakters zu bilden. Stellenweise wird das Band unterbrochen, um an die bestehenden Viertel anzuknüpfen und diese anzubinden. Es öffnet die Nullebene, um dem Passanten den engen Blick aus dem Straßenraster zu öffnen und ihm die neu gewonnene Fläche zugänglich zu machen und nicht zu privatisieren, beziehungsweise abzuriegeln.<br />Um dem Grundwert Rechnung zu tragen, passt sich die Geschossflächenzahl der neuen zu errichtenden Bebauung der umliegenden an. Durch die kompaktere Grundform bleibt jedoch wesentlich mehr Freiraum, dabei sind auch die maximalen Höhen mit dem umgebenden Bestand vergleichbar.<br />Seit jeher wurde die Stadt auf einem orthogonalen Raster aufgebaut, welches ursprünglich für niedrige Bebauungen ohne großem Verkehrsaufkommen ausgelegt wurde. Heute kann der enge Straßenraster die Bewegungen in der Stadt kaum noch aufnehmen, die hohe Bebauung der zu engen Straßen werden für das Individuum zu schlecht belichteten, monotonen Schluchten. Daher sind nun auch alternative Bewegungsräume gefragt. Um das gerasterte Stadtbild zu respektieren, bewegt sich die Struktur streng im Achssystem der Straßen, nur entspricht die Form nicht mehr dem Schachbrett. So kann sich die neue Bebauung entlang des Bandes gut im vorhandenen Straßenraster integrieren und sogar unterbrochene Achsen ergänzen.<br />Dem gegenübergestellt sollen aber auch neue Verbindungen außerhalb des Rasters ermöglicht werden, die vor allem von Fußgängern genutzt werden.<br />Sie suchen den kürzesten Weg, der eben oft nicht einem orthogonalen System entspricht, so entstehen diagonale Trampelpfade. Diese Pfade werden nun als Perspektiven thematisiert, somit wird das Historische durch ein zweites Ordnungssystem überlagert. Dabei liegt der Schwerpunkt weniger im Blickpunkt, als vielmehr in den unterschiedlichen Räumen die sich dabei bilden. Die verschiedenen Sichtfelder, die sich dem Besucher so öffnen, bieten Abwechslung und Spannung, das Hauptraster hilft bei der Orientierung und Integration in das gewohnte System.
