In Österreich zeichnet sich - wie in den meisten anderen Industrieländern auch - ein zunehmender Flächenverbrauch durch Siedlungs- und Verkehrstätigkeit ab. Laut österreichischem Umweltkontrollbericht (Umweltbundesamt) wird der tägliche Flächenneuverbrauch in Österreich auf 15ha bis 25ha geschätzt. Bei einer maximalen Besiedelbarkeit von rund 40% der österreichischen Landesfläche ergibt sich die Notwendigkeit eines flächenschonenderen Umgangs mit der Ressource Boden. Im Rahmen der Arbeit soll dargestellt werden, welchen Beitrag ökonomische Instrumente (z.B.handelbare Flächenzertifikate, Lenkungsabgaben) zu einer haushälterischen Bodennutzung in Wohngebieten leisten können. Vor dem Hintergrund der fortschreitenden Siedlungsflächenausdehnung soll untersucht werden inwieweit Wirtschaftssubjekte aufgrund von Bodenpreisänderungen ihre Inanspruchnahme von Baufläche anpassen.Im Unterschied zu ordnungsrechtlichen Instrumenten, wie Auflagen oder Ge- und Verboten, wird ein vorgegebenes Umweltziel bzw. ein bestimmter Umweltstandard mit ökonomischen Instrumenten nicht über den Ausschluss umweltschädlicher Handlungen, sondern über die relative Verteuerung dieser gegenüber umweltfreundlichen Handlungen erreicht. BeiAbgabenlösungen wird diese Verteuerung über die Preiskomponente bewerkstelligt, im Fall von Zertifikaten wird sie über eine Verknappung der Menge erzeugt. Im Rahmen dieser Arbeit soll eine Gegenüberstellung verschiedener Instrumente, Vor- und Nachteile aufzeigen und Orientierungswissen schaffen um politische Entscheidungsfindungen zu erleichtern.
