Eine der wichtigsten Aufgaben unserer Zeit ist, unseren Planeten und dessen Schutzgüter so gut wie möglich zu behandeln, um den folgenden Generationen zumindest ebensolche lebenswerte Bedingungen zurück zu lassen, wie wir sie vorgefunden haben. Dies beinhaltet unter anderem den Schutz der Luft im Sinne der Erhaltung sowie der Verbesserung der Qualität dieses lebensnotwendigen Gasgemisches. Im Konflikt damit steht das Streben nach anhaltendem wirtschaftlichen Wachstum der Konsumgesellschaft. Nur zum Teil konnte bisher eine Entkoppelung der Luftschadstoff-Emissionen von der Entwicklung des Bruttoinlandsproduktes erreicht werden. Das Bemühen um hohe Luftqualität und die hierfür zu treffenden Maßnahmen stehen damit im potenziellen Konflikt mit der Ansiedlung von Betrieben der produzierenden Branchen. Damit stellt sich die Frage nach der Rolle der Luftqualität in der Standortwahl dieser Unternehmen.<br />Im ersten Kernbereich dieser Arbeit wird die hohe Bedeutung der Lebensgrundlage Luft und ihrer Qualität bestätigt. Der Schutz dieser nimmt in der Umweltpolitik einen hohen Stellenwert ein, wodurch sich die Frage nach der Rolle der Luftqualität in der Standortentscheidung der Betriebe verdichtet. Diese muss sehr differenziert betrachtet werden, worauf im zweiten Kernbereich der Arbeit eingegangen wird.<br />Da die Luftqualität nicht als eigener Standortfaktor in den Faktorsystematiken gelistet wird, muss er als integraler Bestandteil anderer Faktoren interpretiert werden. Das Ergebnis ist, dass er in seiner Bedeutung im Mittelfeld einzuschätzen ist, dabei jedoch stark von unterschiedlichen Einflüssen, vor allem von der Branchenzugehörigkeit des bewertenden Unternehmens, abhängt. Die Umweltpolitik agiert zum Schutz der Umwelt- und Luftqualität unter anderem mit den drei Hauptinstrumenten Auflagen, Abgaben und Zertifikate, wobei die Wettbewerbswirkungen dieser nicht eindeutig sind. Die Umweltauflagen sind Bestandteil in den Verfahren der Betriebsansiedlung, welche zudem die politischen, rechtlichen und planerischen Rahmenbedingungen aufnehmen. Damit wird die Bedeutung der Umwelt- und Luftqualität im Rahmen einer Betriebsansiedlung bestätigt, wenngleich die Fallbeispiele zeigen, dass häufig andere Faktoren wie Geruch oder Lärm Projekte zum Scheitern bringen.<br />Im dritten Kernbereich der Arbeit werden für das Untersuchungsgebiet Salzburg die räumlichen Aspekte der Betriebsansiedlungen analysiert.<br />Bereits die Topographie gibt in Salzburg die Möglichkeiten zur Ansiedlung von Menschen und Betrieben sowie für Verkehrsachsen vor.<br />Daraus ergibt sich auch die ausgeprägte räumliche Nähe zwischen Betrieben und Wohnbevölkerung. Die Nähe zur Autobahn wird nur von Handelsgroßbetrieben verstärkt gesucht. Die hohe regionale Bedeutung der Landesstraßen B und L wiederum wird durch die stark ausgeprägte Nähe zu allen Betriebswidmungen bestätigt. Auffällig ist dabei, dass die Industrie sowohl von Autobahn als auch von der Bevölkerung eindeutig weiter entfernt angesiedelt ist als andere Widmungskategorien. Dies zeigt, dass auf mögliche Interessenskonflikte in den Verfahren der Betriebsansiedlung sowie in der Standortentscheidung Rücksicht genommen wird. Diese Konflikte können sowohl bezüglich der Luftqualität bestehen, aber beispielsweise auch aufgrund anderer Umweltaspekte, Lärm oder Geruch.<br />Die Luftqualität nimmt somit als Lebensgrundlage und dem Schutz selbiger in der Umweltpolitik einen hohen Stellenwert ein, welcher sich vor allem in emissionsstarken Unternehmen in der Standortentscheidung wiederfindet.<br />

One of the most pressing tasks of our time is to preserve our planet and its resources so that it will continue to provide a healthy living environment for all its inhabitants into the future. This includes, among other things, the protection of air as a vital ingredient for all life. The need to protect and preserve this delicate gas is a point of conflict with large corporations which are dedicated to the pursuit of continual economic growth in order to serve an every growing society and insatiable consumerism. Resolving the issue of pollutant emissions with those who cause it and whose aims are ever higher profits, can at best be only partially achieved. The quest for good clean air and the measures that have to be taken in order to achieve this are currently in conflict with growing industrial development. At base, it raises the question on the relationship between the locality of a culprit industry and its responsibility to the surrounding environment and air quality.<br />The first key point of this thesis shows the importance of clean air and the need to maintain high quality levels. It concludes that the issue of clean air needs to be given high priority in environment and ecological policy at government level whereby ensuing laws can provide guidelines for the location and erection of industrial sites. It shows that this issue must be viewed from many different angles, as is discussed in the second key area of this thesis.<br />Since 'clean air' is not listed as a separate factor in the register of classifications, it can be assumed that it is regarded as an integral part of other classified factors. This could mean that while it is central, it remains unprotected and vulnerable with its future being determined by external influences such as industry and big business whose interests are contra to the preservation of clean air. Politicians can act through legislation to protect the quality of air and the environment among others with three main instruments: statutory requirements, taxation and certificates. In each case the competitive effects of these are not clear. Environmental considerations are a vital part of the process of locating a business and must be integrated into legislative, legal and planning frameworks. While the importance of the quality of air is confirmed in this thesis case studies also show that projects often fail because of other factors such as odor or noise.<br />In the third key chapter of this thesis the spatial aspects of business relocations are analyzed in Salzburg and its surrounds. The topography of Salzburg and the presence of good international transport routes lends itself to the settlement of communities and businesses. This has resulted in the issue of proximity between industrial and residential areas. Good proximity to the highway is sought after by large companies.<br />The high regional importance of the country roads B and L is in turn confirmed by the pronounced proximity to all businesses. What is striking is that big industry is located farther away from the highway and residentially populated areas than normal businesses. This shows that various conflicts of interest have been taken into consideration. These could include quality, noise or odor.<br />Clean air is the basis for all life and the protection of it by sound environmental policy is a high priority, especially with regard to location for those industries with particularly high-emission rates.<br />
