Abstract:
Die hohe Flächeninanspruchnahme im stark eingeschränkten Dauersiedlungsraum des Alpenraums führt verstärkt zur Überlagerung von unterschiedlichen Nutzungsansprüchen für Wohnen, Arbeiten, Infrastrukturen, Freizeit und Tourismus und zu entsprechenden Interessenskonflikten. Gleichzeitig liegen vor allem als Folge des strukturellen Wandels der österreichischen Industrie seit den 1970er Jahren eine Vielzahl ehemals genutzter Industriestandorte brach. Der Mobilisierung und Wiedernutzung dieser Industriebrachflächen kommt zukünftig daher eine wichtige Rolle zur Reduzierung der weiteren Flächeninanspruchnahme und zur Förderung einer nachhaltigen räumlichen Entwicklung zu. Da diese Flächen in Österreich zurzeit nicht systematisch erfasst werden, lässt sich jedoch ein Mangel an Informationen über ihre Lage, ihr tatsächliches Ausmaß, ihre Charakteristiken sowie ihre zentralen Mobilisierungshindernisse feststellen. Die vorliegende Diplomarbeit hat daher zum Ziel, das Verständnis über die Thematik der Industriebrachflächen im österreichischen Alpenraum zu verbessern. Als Möglichkeit, dem angesprochenen Informationsmangel entgegenzuwirken, wird mit dem sogenannten Brachflächeninformationssystem „BIS“ zudem ein Erfassungsmodell zur Identifizierung von Industriebrachen dargelegt. Eine Verortung einzelner Standorte erfolgt anhand aktueller und historischer Orthophotos. Relevante Aussagen über ihre zentralen Charakteristiken, ihre Herausforderungen, ihrer Chancen, aber auch ihre Potenziale können wiederum durch frei verfügbare Geodaten und Informationen gesammelt werden. Der hierdurch entstehende Datensatz hat einen vielseitigen Nutzen für unterschiedliche AkteurInnen im Bereich des Brachflächenrecyclings. Eine derartige Erfassung kann in Kombination mit entsprechenden strategischen Zielsetzungen und Maßnahmen einen wichtigen Beitrag zur Mobilisierung und Wiedernutzung von Industriebrachflächen im Alpenraum leisten.

The permanent settlement area is limited in the Alpine regions of Austria. Yet, land use rates are still high and lead to the overlapping of demands for different types of uses like living, working, infrastructure, leisure and tourism. At the same time, as a result of the structural change in the Austrian industry since the 1970s, many previously used industrial sites are currently not in use. In the future the mobilisation and reuse of these so-called industrial brownfields will be important to reduce further land use and to promote a sustainable spatial development. These areas are currently not systematically recorded and analysed in Austria. A lack of information about their location, their actual extent, their characteristics and their main challenges can be found. Therefore, the aim of this thesis is to improve the understanding of the topic of industrial brownfields in the Austrian Alpine region. Furthermore, a model for the identification of brownfield sites, the brownfield information system “BIS”, is presented as a possible solution to the previously mentioned lack of information. The localisation of individual areas is based on the interpretation of current and historical orthophotos. Relevant statements about their characteristics, their main challenges, but also their opportunities and potentials can on the other hand be collected through freely available geodata and information. The resulting dataset is useful for different stakeholders and actors in brownfield reuse. In combination with specific targets and actions, such a model can make an important contribution to the mobilisation and reuse of brownfield sites in the Alpine region.
