Abstract:
Urbane Regionen sind aufgrund ihrer Infrastrukturen für große Teile der globalen Treibhausgase verantwortlich. Neben der Mobilität weist vor allem der Gebäudesektor und die damit verbundenen Faktoren Raumheizung, Warmwasseraufbereitung und Kühlung einen großen Energiebedarf auf. Auch die seit Jahren rückläufige Sanierungsrate und die Tatsache, dass die Mehrheit der Gebäude in Österreich noch mit fossilen Energieträgern versorgt wird, stellen eine Herausforderung dar. Zudem spiegelt die aktuelle geopolitische Lage die Dringlichkeit der Thematik wider. Neben dem Umstieg auf erneuerbare Energieträger rückt auch die Energieunabhängigkeit immer mehr in den Mittelpunkt der Diskussion. Um die Klimaziele zu erreichen ist also eine großflächige Dekarbonisierung des Gebäudebestandes unabdingbar.Im Rahmen der Diplomarbeit werden energetische Transformationsprozesse in Bestandsquartieren untersucht. Hierbei werden sowohl die Transformationseigenschaften im sozialen als auch im physischen Raum berücksichtig. Der inhaltliche Fokus der Arbeit liegt dabei einerseits auf dem Prozess und den relevanten Akteur:innen und andererseits auf den rechtlichen und finanziellen Rahmenbedingungen. Die Hauptforschungsfrage, die es zu beantworten gilt, lautet: Wie müssen Transformationsprozesse im physischen und sozialen Raum aufgebaut sein, um künftig viele Energiewendequartiere im Bestand realisieren zu können? Mithilfe des Fallstudienansatzes wurden die Erfolge und Herausforderungen dreier Energiewendequartiere in Österreich untersucht und daraus Handlungsempfehlungen abgeleitet. Diese richten sich sowohl an Akteur:innen der Politik und Verwaltung, wie auch an Planer:innen. Zentrales Element bei der Analyse stellte dabei die Wiederholbarkeit und Skalierbarkeit dieser Quartiere dar. Neben einer Literatur- und Dokumentenanalyse bildete vor allem das leitfadengestützte Expert:inneninterview die Kernmethode der empirischen Forschung.Wesentliche Erkenntnisse sind, dass bei der Bestandstransformation neben technischen Aspekten vor allem soziale und kommunikative Faktoren eine wichtige Rolle für den Erfolg spielen. Aufgrund der Zeit- und Kostenintensität finden diese jedoch bislang nur wenig Berücksichtigung. Darüber hinaus braucht es auch eine Anpassung der relevanten Gesetzesmaterien und Förderrichtlinien, sowie eine stärkere Kombination aus Anreizsystemen und Ge- und Verboten.Die Arbeit soll einen Betrag zur besseren Sichtbarkeit der Thematik und Anknüpfungspunkte für eine energetische Transformation des Gebäudebestandes auf Quartiersebene liefern.

Due to their infrastructures, urban regions are responsible for large portions of global greenhouse gases. In addition to mobility, the building sector and the associated factors of space heating, hot water preparation and cooling in particular have a large energy demand. The rate of renovation, which has been declining for years, and the fact that the majority of buildings in Austria are still supplied with fossil fuels also pose a challenge. Furthermore, the current geopolitical situation reflects the urgency of this issue. In addition to the switch to renewable energy sources, energy independence is also increasingly becoming the focus of discussion. Thus, in order to achieve the climate goals, a large-scale decarbonization of the building stock is indispensable.In the context of the diploma thesis energetic transformation processes in existing quarters are investigated. In doing so, the transformation characteristics in social as well as in physical space are taken into account. The focus of the thesis is on the process and the relevant actors on the one hand and on the legal and financial framework on the other hand. The main research question to be answered is: How must transformation processes in built and social space be structured in order to be able to realize many energy transition neighborhoods in the future?Using the case study approach, the successes and challenges of three energy transition districts in Austria were examined and recommendations for action were derived. These recommendations are addressed to actors in politics and administration as well as to planners. A central element of the analysis was the repeatability and scalability of these districts. In addition to a literature and document analysis, the core method of the empirical research was the guideline-based expert interview.The main findings are that, in addition to technical aspects, social and communicative factors play an important role in the success of energetic transformation processes. However, due to the time and cost intensity, this has been given little consideration so far. Moreover, the relevant legislation and funding guidelines need to be adapted, and a stronger combination of incentive systems and regulations and prohibitions is required.The work is intended to contribute to a better visibility of the topic and to provide starting points for an energetic transformation of the building stock at the neighborhood level.
