Mit der Errichtung des TULC soll das Defizit an sozialer Interaktion und Kommunikation unter den Studierenden der TU Wien behoben werden. Sämtliche Aktivitäten, die ein lebendiges Campusleben ermöglichen, werden an einem Ort gebündelt. Nach Außen durch den speziellen und engen Kontext limitiert bieten im Inneren vielfältige und differenzierte räumliche Strukturen den Rahmen für eine inspirierende Lernatmosphäre. Als urbaner Aufenthaltsort für die StudentInnen, und als öffentliches Forum in der Stadt, an dem Informationen und Ideen ausgetauscht werden bereichert es die TU Wien, sowie die nähere Umgebung.<br />Die Konzentration verschiedener Funktionen unter einem Dach ergibt neue Potentiale der Interaktion und Vernetzung zwischen den AkteurInnen. Das Projekt versucht die Qualitäten einer Campusuniversität in ein Gebäude zu übersetzen und dem dichten urbanen Umfeld des Getreidemarkts anzupassen. Das Center stellt keinen Baukörper im herkömmlichen Sinne dar sondern eine flexible offene Struktur, die sich mit den Anforderungen entwickelt und den Benutzern Raum zur Aneignung lässt. Das TULC fungiert als Versuchslabor für neuartige Lernformen. Der Trend geht zu hierarchielosen Orten, die ungezwungene Begegnungen zwischen Studierenden und Lehrenden ermöglichen. Der Universitätsbetrieb an der TU in der derzeitigen Form ist nicht länger zu rechtfertigen. Das Studium soll an der Universität verdichtet werden, daher ist es notwendig den StudentInnen Plätze zum Aufenthalt und Arbeiten zu bieten.<br />Mit der Betonung der Kommunikation, Begegnung und der sozialen Aspekte werden diese als wesentliche Elemente innovativer Lernstrategien wahrgenommen und in den Raum übertragen. Neben dem gedruckten Buch werden zunehmend digitale und multimediale Inhalte an Bedeutung gewinnen. Durch kabellose Netzwerke und mobile Arbeitsstationen wird auch der Zugang zu Informationen erleichtert und dabei die klassische Zentralbibliothek durch dezentralere und flexiblere Formen ersetzt. Angedacht ist auch eine Ausweitung der Öffnungszeiten bis hin zu einem 24 Stunden Betrieb.
