Produktive Stadt - zwischen Bau- & Planungskultur

Abstract

In der vorliegenden Diplomarbeit wird ein Einblick über die Verschränkung von industriell-gewerblicher Produktion und Nutzungsmischung im Kontext Stadt gegeben. Instrumente von Bau- und Planungskultur werden für die Erforschung von Bedingungen und die Entwicklung von Wiener Industrien herangezogen. Diese eröffnen die Ausgangsposition des Forschungsfelds und ermöglichen eine Einbettung in ein analytisches Planungskultur-Modell. Das empirische Untersuchungsfeld bilden integrierte, baukulturelle Industriesubstanzen. Ihr Aufkommen und ihre Eingliederung im Stadtquartier, subjektiv wahrgenommene Veränderungen des städtischen Gefüges und ihre heutige Funktion wurden untersucht. Ergänzend zur persönlichen Expertise aus der Mitarbeit in F&E-Projekten fließen Inhalte aus Literaturrecherchen, Sekundäranalysen und qualitative Interviews mit Unternehmen und Experten in die wissenschaftliche Arbeit mit ein. Der Stadtentwicklungsplan für Wien und das Fachkonzept „Produktive Stadt“ bilden die planungstheoretische Basis. Eine Annäherung zur Baukultur erfolgt unter Berücksichtigung des Baukulturreports, den Baukulturellen Leitlinien von Bund und von der Stadt Wien. In Dokumenten der Stadtverwaltung und des Bundes werden die Weiterentwicklung und Stärkung der städtischen Vielfalt bei einem gleichzeitigen Erhalt von Bestands- und Produktionsflächen benannt. Dennoch nimmt der Anteil des produktiven Sektors im Wiener Stadtraum kontinuierlich ab. In den Interviewgesprächen wird dem Fortbestand urbaner Produktion Skepsis entgegnet. Technische Modernisierungen, wandelnde Anforderungen an die Arbeit und ihre Räume sowie die Beschleunigung in Branchen tragen zur Ungewissheit hinsichtlich der weiteren Entwicklungen bei.

In this thesis an insight is given on the connection of the aspects industrial and commercial production and the mix of uses in the urban structure. Instruments of the culture of building and planning are used for the exploration of the conditions and the development of urban industries in the city of Vienna. Urban production facilities embedded in their urban area and city system create the field of research. The theoretical basis lies on an analytical planning culture model. Integrated and culturally important buildings are in the focus of the empirical field of study. Their revenue and integration in the city complex, subjective assessments regarding the spatial changes and their current function were examined. The contents result from my working experience in research projects, from literature research, secondary analyzes and qualitative interviews with companies and experts. The urban development plan of the City of Vienna, the concept „Produktive Stadt“ provides the basic approaches to planning theories. A convergence of building culture is performed in consideration of the building culture report, the cultural guidelines of the federal government and the city of Vienna. In strategies of the municipalities and the federation, continuous development, preservation and enhancement of (cultural) diversity are aimed. However, the proportion of the productive sector in Vienna‘s urban space is steadily decreasing. The continuance of urban industries is doubt by interview partners. Technical modernization, constantly changing demands and requirements of work and space as well as acceleration in sectors note risks and uncertainties for the future of urban industries.
