Abstract:
Entscheidungsmacht als die Möglichkeit eines Abstimmungsteilnehmers, Einfluss auf das Resultat eines demokratischen Entscheidungsvorgangs ausüben zu können, ist eines der meistuntersuchten Phänomene in den politischen Wissenschaften. Die vorliegende Arbeit stellt die traditionellen mathematischen A Priori Machtbewertungskonzepte, Penrose (Banzhaf) Index und Shapleywert, in Einfachen Entscheidungsverfahren vor und illustriert ihre Anwendung anhand von Beispielen. Nach Untersuchung von Gemeinsamkeiten und Unterschieden werden Bedeutung und Unzulänglichkeiten von A Priori Indizes charakterisiert und A Priori Konzepte von A Posteriori Konzepten abgegrenzt. Nach Rekapitulation der wesentlichen Kritikpunkte wird abschließend ein Ausblick auf mögliche Erweiterungen und Modifikationen von A Priori Machtbewertungskonzepten geboten.
