Überörtliches Planungsinformationssystem für Österreich

Abstract

Aktuelle und künftige Planungsarbeiten brauchen Grundlagen und Informationen über bestehende Regelungen und Pläne. Um möglichst rasch und einfach an diese Unterlagen zu gelangen, ist es wichtig, eine zentrale Anlaufstelle zu schaffen, wo alle Planungsdokumente gespeichert und verfügbar sind. Derzeit werden in unterschiedlichen Systemen (digital/analog) und Strukturen der verschiedenen Planungsbüros Informationen gesammelt. Doch stellt sich bei diesen dezentralen Systemen die Frage, woher die Informationen stammen, ob sie umfassend sind oder ob Informationslücken existieren.<br />Raumplanungsrelevante Dokumente werden in Österreich auf verschiedene Weise der Öffentlichkeit zur Verfügung gestellt. Einerseits durch die Publizierung digitaler Dokumente über Internetseiten und andererseits über das Auflegen analoger Dokumente zur Einsichtnahme während der Öffnungszeiten bei den zuständigen Institutionen. Als weitere Möglichkeit ist auch die Zusendung dieser Dokumente per Post in analoger oder per E-Mail in digitaler Form grundsätzlich denk- und machbar. Am einfachsten und mit geringstem Kosten- und Zeitaufwand scheint für alle Beteiligten die erste Variante - der Abfrage von Dokumenten über eine Homepage - zu sein. In dem Fall kann weltweit, rund um die Uhr die Abfrage gestartet werden und der Informationsgewinn erfolgen - unabhängig von räumlichen Distanzen und Öffnungszeiten - somit zeitnah und kosteneffizient. Die formellen Planungsdokumente auf Länderebene umfassen - seit Bestehen der Rechtsgrundlage der jeweiligen Bundesländer (1956-1973) - 574 Landesgesetzblätter. Durchschnittlich sind das rund 12 publizierte formelle Planungsdokumente pro Jahr. Hinzu kommen noch die - noch näher zu bestimmenden - planungsrelevanten Dokumente auf Bundesebene (Materiengesetz). Informelle Planungsdokumente wurden über den Zeitraum von 2005-2007 (auf Basis des Zwölften Raumordnungsberichtes) erhoben.<br />Aufgrund der Tatsache, dass die Konzepte nicht veröffentlicht werden müssen, konnten nicht alle Dokumente im Internet gefunden werden. Im Mittel werden rund 18 informelle Planungsdokumenten pro Jahr veröffentlicht.<br />Durchschnittlich werden in Österreich insgesamt über 30 überörtliche planungsrelevante Dokumente mit über 1.700 Seiten Text, Abbildungen und Plandarstellungen pro Jahr erstellt. Ob fachinteressierte Personen an die Dokumente gelangen oder über die Existenz dieser Dokumente Bescheid wissen, kann aufgrund der derzeit existenten dezentralen und heterogenen Strukturen nicht angenommen werden. Ein zentrales Planungsinformationssystem für Österreich könnte alle planungsrelevanten Dokumente in der Datenbank speichern und für Interessierte - über eine grafische Benutzeroberfläche oder über Suchfunktionen - via Internet abrufbar machen.<br />

Current and future planning activities need basics and informations on existing regulations and plans. To get quickly and easily access to these documents, it is important to establish a central access point where all the documents are stored and made available.<br />Various planning agencies currently collect informations in different systems (digital/analog) and structures. But within these decentral systems the question arises, where the information comes from, if it is comprehensive and if there exists lack of information.<br />In Austria, relevant planning documents are made available to the public in different ways. On the one hand through the publication of digital documents on websites and on the other hand via the publication of analog documents, which are only available for inspection during opening hours of the office. As another option, the sending of these documents by mail in analog format or by e-mail in digital format is in principle conceivable and feasible. The easiest way with the lowest costs and the shortest time for all concerned persons seems to be the first option - the query of documents via website. In this case, queries can be started at any time and any place all over the world - regardless of geographical distances and opening hours - thus as efficiently in terms of cost and time as possible.<br />The formal planning documents at the Federal State level include 574 gazettes of laws (Landesgesetzblätter), since the existence of the respective Federal State laws (1956-1973). On average there are about twelve formal documents published per year. Planning relevant documents at the national level have to be determined and must be added. Informal documents have been collected over the period of 2005-2007 (based on the Twelfth Spatial Planning Report). Due to the fact that the concepts need not be published, not all documents are found on the Internet. On average there are about 18 informal planning documents published per year.<br />On average more than 30 planning documents with over 1,700 pages of text, illustrations and plans are created in Austria per year. Due to the currently existing decentral and heterogeneous structures, it cannot be assumed whether interested persons can reach, or even know about the existence of these documents.<br />A central Planning Information System for Austria could store all relevant planning documents in its database. For interested persons the documents would be available on the internet and could be queried by a graphical user interface or via search functions easily.
