Mitbestimmt. Soziale Nachhaltigkeit in der Sanften Stadterneuerung Wiens

Abstract

Heute geht es in der Wiener Stadterneuerung um weit mehr als nur objektbezogene Sanierung. Im Rahmen der Sanften Stadterneuerung werden Nachhaltigkeit, bauplatzübergreifendes Denken, die Steigerung von Wohn- und Lebensqualität sowie die Partizipation von BewohnerInnen über die einfache Erneuerung der Bausubstanz hinaus thematisiert und angestrebt. Die Modernisierung und Erweiterung der Bestandsstadt muss verschiedensten ökonomischen, ökologischen und sozialen Anforderung, wie der Leistbarkeit von Wohnen, der Klimawandelanpassung oder partizipativerer Prozessgestaltung gerecht werden.In diesem Kontext nimmt die Arbeit die Beteiligung an Stadterneuerung, soziale Nachhaltigkeit und deren vermutete programmatische Verbindung bei Entwicklungsprojekten im Zuge der Sanften Stadterneuerung in den Blick. Auf der Basis eingehender Medien-, Literatur- und Dokumentenanalysen sowie leitfadengestützter ExpertInneninterviews wird sowohl die strategische Konzeption, als auch die Umsetzung sozial nachhaltiger Agenden der Sanften Stadterneuerung untersucht und bewertet. Die Arbeit macht es sich damit auch zur Aufgabe, die traditionell soziale Ausrichtung der Stadterneuerung Wiens, welche im Kontext zunehmender Liberalisierung und Kommodifizierung der Wiener Stadtentwicklung in den Hintergrund zu geraten droht, zu prüfen, argumentativ wieder in Wert zu setzen und gegebenenfalls weiterzuentwickeln.Die Erkenntnisse aus dieser Arbeit sollen daher auch kritischer und konstruktiver Kommentar zu den Zielen und Wirkungen der Wiener Stadterneuerungsprogrammatik sein.Damit besteht der Anspruch einen Beitrag zum aktuellen Diskurs über die strategische Nachschärfung des Programmes zu leisten. Dementsprechend ist auch die Erarbeitung von Vorschlägen zur strategisch-konzeptionellen Weiterentwicklung der Sanften Stadterneuerung, besonders hinsichtlich immanenter Ziele sozialer Nachhaltigkeit, ein weiteres Vorhaben der Arbeit.

Today, Vienna's urban renewal is about much more than just property-related renovation. In the context of soft urban renewal, sustainability, thinking across building sites, increasing the quality of living and living as well as the participation of residents beyond the simple renewal of the building fabric are addressed and sought. The modernization and expansion of the existing city must meet a wide variety of economic, ecological and social requirements, such as the affordability of housing, climate change adaptation or more participatory process design.In this context, the work looks at participation in urban renewal, social sustainability and their presumed programmatic connection in development projects in the course of soft urban renewal. On the basis of in-depth media, literature and document analyzes as well as guideline-supported expert interviews, both the strategic conception and the implementation of socially sustainable agendas of soft urban renewal are examined and evaluated. The thesis thus also makes it its task to examine the traditional social orientation of Vienna's urban renewal, which threatens to take a back seat in the context of increasing liberalization and commodification of Vienna's urban development, to put it back into value and, if necessary, to further develop it.The findings from this work should therefore also be a critical and constructive commentary on the goals and effects of the Vienna urban renewal program.The aim is to make a contribution to the current discourse on the strategic refinement of the program. Accordingly, the elaboration of proposals for the strategic and conceptual further development of soft urban renewal, especially with regard to immanent goals of social sustainability, is another project of the work.
