Steigerung der Digitalisierung und Automatisierung des Katasterführungsprozesses

Abstract

Der österreichische Kataster und dessen Fortführungsprozess durch das Bundesamt für Eich- und Vermessungswesen (BEV) wurde im Laufe seines Bestehens des Öfteren einer Digitalisierung und Automatisierung unterworfen. Zu Beginn werden der geschichtliche Aspekt und dessen Entwicklung, im Bezug des Katasterführungsprozesses beleuchtet. Aktuell sind nach wie vor für seine Evidenzhaltung (Einarbeitung von Teilungsplänen) manuelle Eingaben von Daten nötig. Da die Datenerfassung davor und die Datenhaltung danach in digitaler Form geschehen, besteht hier ein Bruch in der Bearbeitung. Die Urkunden werden zwar in digitaler Form als PDF-Dateien im BEV eingereicht, ihre Inhalte konnten jedoch nicht strukturiert in eine Datenbank übernommen werden, wodurch der automatisierte Datenfluss teilweise unterbrochen wird. Dies birgt die Gefahr von Fehlern. Während dem Zeitraum dieser Masterarbeit wurde die strukturierte Einreichung im BEV ermöglicht, wobei die alte Einreichung vorerst weiterhin parallel bestehend bleibt. Hier werden jedoch keine graphischen Daten übermittelt sondern nur alphanummerische Informationen. Der aktuelle Stand und die bestehenden Prob-lematiken wurden intensiv in dieser Arbeit behandelt. Diese Arbeit beschäftigt sich auch mit dem benötigten Grundlagen und Fachwissen zur Erstellung und Einreichung einer Vermessungsurkunde.Es wird untersucht, wie diese manuellen Tätigkeiten reduzieren oder gar beseitigt werden könnten. Dazu wurden stichprobenartige Untersuchungen und Vergleiche mit Vermessungsbehörden verschiedener Nationen, welche über Systeme und Standards verfügen die anders aufgebaut sind, durchgeführt. So wurden zum Beispiel bei Australischen Vermessungsbehörden kürzlich neue Systeme für digitale Vermessungspläne realisiert, mit welchen eine automatisierte Katasterführung möglich ist.Die Grundannahme der Arbeit ist, dass in Zukunft die Führung des österreichischen Katasters möglichst automatisiert erfolgen sollte um Fehler durch manuelle Bearbeitung von Daten zu vermeiden. Das erfordert maschinenlesbare E-Pläne mit allen notwendigen Metadaten. Die Umsetzbarkeit eines Konzepts wird anhand eines kleinen Beispiels prototypisch aufgezeigt und auf technische Möglichkeiten verwiesen.

Since the Austrian cadastre exists, there is a continuous process of digitization and automation in his way of management process by the Federal Office for Metrology and Surveying (BEV). At the first chapter, the historical aspect and its development in relation to the cadastral management and submission process are examined. At the moment manual data entry is still required for incorporating division plans from private surveyors. Unfortunately there is a break in the data-processing because the digital-data-acquisition takes place twice; before by the surveyor and afterwards at data storage process at BEV (Land surveying authority in Austria). The surveyor plans are submitted to the BEV in digital form as PDF files, but their contents could not be transferred to a database structured, which interrupts the automated flow of data. This harbors the risk of errors.During the period of this master's thesis, a structured submission process in the BEV was made possible, whereby the old submission process currently still is permissible. However, no graphic data is transmitted here, only alphanumeric information. The current status and the existing problems can be found in this work. This work also deals with the necessary basics and specialist knowledge for the creation and submission process of a surveying certificate and plan drawing.It’s a research with how these manual activities could be reduced or even eliminated. For this purpose, random checks and comparisons with surveying authorities of different nations, which have other systems and standards that are structured differently, were carried out. For example, some of the surveying authorities in Australia, which is already implemented systems for a digital survey plans with which automated cadastral management make possible. The basic assumption of the work is that in the future the management of the Austrian land registry should be as automated as possible in order to avoid errors caused by manual processing of data. This requires machine-readable e-plans with all the necessary metadata. The feasibility of a concept is shown using a small example as a prototype and reference is made to technical possibilities.
