Abstract:
Der rasante Anstieg des Güterumsatzes pro Person über die letzten Jahrzehnte hat die Menschheit vor neue Herausforderungen gestellt. Neben dem limitierten Zugang zu Ressourcen ist das Abfallproblem essentiell. Speziell im Bausektor werden enorme Materialmengen umgesetzt, weshalb das Baurestmassenrecycling für die Kreislaufwirtschaft von immenser Wichtigkeit ist. Mit dem Inkrafttreten der Recycling-Baustoffverordnung im Jahr 2016 wurde der erste Schritt zu einer nachhaltigeren Bauwirtschaft in Österreich getan.Die gegenständliche Arbeit beschäftigt sich mit eben dieser Verordnung und weiteren rechtlichen und normativen Vorgaben der Abfallwirtschaft und des Baurestmassenrecyclings. Außerdem werden die in den Recyclinganlagen ablaufenden Prozesse analysiert und die wichtigsten Anlagenkomponenten beleuchtet. Die erste Forschungsfrage beschäftigt sich mit dem Abbruch von konkreten Bauwerken im Großraum Wien. Die Durchführung von Materialflussanalysen ermöglicht es, den Anteil an Materialien, die vor Ort als Verfüllmaterial wiedereingesetzt werden, zu bestimmen. Diese Materialien machen mit ca. 26,2% einen erheblichen Anteil am Gesamtabfallaufkommen aus, scheinen aber in keiner Abfallstatistik als Bau- und Abbruchabfall auf. Die publizierten Zahlen unterschätzen somit das tatsächliche Ausmaß um rd. ein Viertel.Die zweite Forschungsfrage beschäftigt sich damit, ob ein positiver Umweltnutzen durch das Baurestmassenrecycling generiert werden kann. Diese Frage kann aus ökologischer Sicht mit einem eindeutigen „Ja“ beantwortet werden. Die Durchführung des Ökobilanzvergleichs hat ergeben, dass durch das Baurestmassenrecycling eine Reduktion der anfallenden Treibhausgase von rd. 40% erreicht wird. Weiters ist hinsichtlich der Bauweise der Abbruch von Gebäuden in Stahlbetonbauweise jenen in Ziegelbauweise vorzuziehen. Grund dafür sind die aktuell fehlenden Anwendungsmöglichkeiten für die aus Bauschutt hergestellten Recycling-Baustoffe vor allem im städtischen Bereich. Daraus resultiert ein Bauschuttüberschuss und dementsprechend große Abfallmengen müssen deponiert werden.

The rapid increase over the last decades concerning turnover of goods per person has raised new challenges in society. Besides limited access to resources, the waste problem is essential. As immense material amounts are used especially in the construction industry, the recycling of construction waste materials is of major importance for a circular economy. The entry into force of the Austrian Regulation on Recycling Building Materials in 2016 was the first step towards a more sustainable construction industry.This thesis addresses this regulation and other legal and normative conditions regarding waste management and recycling of construction waste materials. Moreover, processes occurring in the treatment plants are analyzed and the most important plant components are highlighted.The first question of the thesis deals with demolition of buildings in the greater Vienna area. Performing material flow analyses for the different waste arising during demolition allows answering the question of the percentage of materials, which are used on site as backfill material. These materials do not appear in the waste statistics for construction and demolition waste. The material flow resulting from the first question of the thesis is significant at approx. 26.2%. Applying this result to the waste statistics means all published figures on construction and demolition waste underestimate the actual extent by about a quarter.The second question of the thesis concerns whether a positive environmental benefit can be generated by the recycling of construction waste material. From an ecological point of view, this question can be answered with an undoubted "yes". The result of the life cycle assessment comparison is a reduction in greenhouse gases of around 40% through the recycling of construction waste materials. Furthermore, with regard to the type of construction (building), the demolition of buildings in reinforced concrete construction is preferable to those in brick construction. The reason for this is the current lack of application possibilities for recycled building materials from brick construction waste, especially in urban areas. This results in a surplus of brick construction waste and correspondingly large amounts of waste have to be landfilled.
