Zwischen 1990 und 1996 finanzierte die Bundesrepublik Deutschland in Russland, der Ukraine und Belarus ein Wohnungsbauprogramm für aus dem Gebiet der ehemaligen DDR rückkehrende Soldaten der sowjetischen Streitkräfte, das Wohnungsbauprogramm GUS. Ziel der vorliegenden Arbeit war es zu untersuchen, ob die Siedlungen des Wohnungsbauprogramms GUS als Teil der sozialistischen Stadt gesehen werden können. Zudem gibt die Arbeit einen historischen Überblick und eine Übersicht über die Organisation und Akteursstruktur dieses internationalen Wohnungsbau-programms. Die Untersuchung der Fragestellung erfolgte anhand von zwei Beispielen: der Siedlung Makulan in Kryvyj Rih, Ukraine, und der Siedlung in Ross′, Belarus. Die Analyse mittels des infrastrukturzentrierten Ansatzes zeigt, dass die 43 Siedlungen des Programms sich fließend in die sowjetische Stadtbaugeschichte einordnen lassen und formal der sozialistischen Stadt zugeordnet werden können, inhaltlich jedoch eng mit Militärstützpunkten und militärischer Logik verknüpft sind.

Between 1990 and 1996, the Federal Republic of Germany financed a housing programme in Russia, Ukraine and Belarus for soldiers of the Soviet armed forces returning from the territory of the former GDR, the CIS housing construction programme. The aim of this study was to examine whether the housing estates of the CIS housing construction programme can be seen as part of the socialist city. In addition, the thesis gives a historical overview and a survey of the organisation and stakeholder structure of this international housing programme. The investigation of the question was based on two examples: The Makulan settlement in Kryvyj Rih, Ukraine, and the settlement in Ross′, Belarus. The analysis using the infrastructurecentred approach shows that the 43 housing developments of the programme can be fluently classified into the Soviet urban development history. Formally they can be assigned to the socialist city, but in terms of content they are closely linked to military bases and military logic.
