Organisation of a business continuity plan focus on disaster recovery in the business system department in an environment of a pharmaceutical company

Abstract

Diese Diplomarbeit soll anhand eines praktischen Beispiels zeigen, wie ein Business Continuity Plan erstellt und eingeführt werden kann. In einem pharmazeutischen Unternehmen wird auf einem Disaster Recovery Plan einer IT Abteilung und einer Business Impact Analyse anderer Abteilungen aufbauend ein Business Continuity Plan erstellt, der bei Eintreten einer Katastrophe zur Anwendung kommen soll. Zu Beginn steht die Theorie von Business Continuity Management im Mittelpunkt. Ein kurzer historischer Überblick zeigt die Komplexität und Notwendigkeit eines Business Continuity Plans. Das besondere Umfeld der Pharmaindustrie, in der wir einen BCP entwerfen, wird naher beschrieben und erläutert. Der Einsatz eines BCP setzt eine Katastrophe voraus. Die verschiedenen Arten und deren Auswirkungen werden in einem eigenem Kapitel behandelt. Einen besonderen Fokus haben wir auf die wahrscheinlichsten Katastrophen in Österreich gelegt. Internationale Standards und Guidelines wurden in den letzten Jahrzehnten entwickelt, die Vorgehensweisen beschreiben, damit Geschäftsprozesse nach einer Katastrophe schnell wiederhergestellt werden können. Die wichtigsten und gängigsten Standards werden in dieser Arbeit kurz vorgestellt. Die Good Practice Guidelines von dem Business Continuity Institute vereinen viele dieser internationalen Standards in sich und geben eine detaillierte Checkliste wieder, wie ein solcher BCP entwickelt werden kann und mit welchen Problemen man rechnen muss. In einem globalen Konzern sind Policies, Standard Operation Procedures und Work Instructions Grundlage fur eine globale Strategie. Daher wird in dieser Arbeit auf deren Wichtigkeit und deren Rolle im Entwicklungsprozess eines BCP eingegangen. Als Hauptteil dieser Arbeit wird die Implementation in einem pharmazeutischen Unternehmen stehen. Ein Projektplan dokumentiert den Fortschritt und die Entwicklung des Business Continuity Planes.<br />Zusätzliche Analysen die zur Erstellung benötigt werden, werden beispielhaft skizziert und zum Teil genauer beschrieben. Am Ende entsteht ein BCP, der es ermöglicht eine Katastrophe zu meistern, ohne in Panik zu verfallen. Detailierte Anweisungen sollen jedem Mitarbeiter ermöglichen in einer Ausnahmesituationen die richtigen Schritte zum richtigen Zeitpunkt zu etzen. Ein Kommunikationsplan hilft dabei, dass Informationen schnellst möglich zum passenden Ansprechpartner weiter geleitet werden. Diese Anweisungen werden zusammengefasst in einem grafischen Workflow dargestellt, um das Verständnis zu erhöhen. Am Ende wird der BCP auf zwei unterschiedliche Szenarien angewendet, Überschwemmung und Feuer. In beiden werden alle Schritte vom Anfang der Katastrophe bis zur Wiederherstellung der Prozesse möglichst detailliert beschrieben. Dabei wird auf die Einhaltung des BCP geachtet. Diese Arbeit soll einen Einblick in die Komplexität dieser Thematik wiedergeben und das Verständnis und die Akzeptanz fur einen BCP erhöhen.

This work provides an insight into Business Continuity Planning.<br />It highlights planning-requirements in a pharmaceutical company and gives a detailed overview on the IT-department and its processes. The paper starts with a short excursion on theory and history of BCP and links on to the special needs a pharmaceutical company has when dealing with BCP. A BC-Plan is usually triggered by a disaster. Theory knows a number of potential disasters of different type, scope and impact. In our paper, the most likely disasters for Austria are listed in a separate chapter - this underlines the importance of BCP even in a small country like Austria. In the last decade, a number of Guidelines and Standards have been issued on this topic of which this paper describes the most important ones. The Business Continuity Good Practice Guideline covers most of the BCP-standards in an easy, comprehensive way.<br />Consequently, this paper pays special attention to the Good Practice Guideline. Additionally, this paper explains the importance of Policies, SOPs and Work Instructions for a global company and gives a relevant example. The main part of this paper describes the successful implementation of a comprehensive BCP-framework in a pharmaceutical company. This implementation comprises the following steps: working out a comprehensive handbook providing instructions on how to tackle problems defining tasks that arise in the course of a BCP-implementation project data-analysis. The final outcome is a comprehensive BC-Plan that covers detailed Work Instructions for the IT Department, including graphical workflows for a better understanding.<br />With this final BCP, a disaster can be handled without panic. A strict communication line, indicating what to do next and whom to contact, serves as a checklist for the employee. This ensures that even employees unfamiliar with the topic of BCP are able to handle a disaster.<br />Information is saved centrally and thus can be accessed easily. At the end of this chapter, recommendations are given to create a steady and sustainable situation. This is achieved by yearly reviews of the BC-Plan, effective employee-training and data maintenance. In chapter 6, two fictitious disaster-scenarios are discussed, and a detailed recovery plan is outlined. The objective of this work is to raise awareness and acceptance of BCP within a company.
