Baulandmobilisierung für Wohnnutzungen im Chiemgau

Abstract

Aufgrund der Attraktivität als Wohnort, der guten Anbindung an Arbeitsplätze und der Beliebtheit als Tourismusregion, wollen immer mehr Leute in den Chiemgau ziehen. Der Siedlungsdruck nimmt dementsprechend stark zu und das ohnehin schon knappe Wohnraumangebot stößt an seine Grenzen. Trotzdem kommt es in einer Vielzahl der Kommunen des Chiemgaus aus verschiedenen Beweggründen zur Baulandhortung. Die Gemeinden des Chiemgaus haben aufgrund des hohen Stellenwerts des Eigentumsrechts in Deutschland kaum Möglichkeiten die bereits gewidmeten Flächen zu aktivieren. Im Rahmen dieser Arbeit sollen die formellen und informellen Maßnahmen, die den Kommunen zur Baulandmobilisierung zur Verfügung stehen, herausgearbeitet werden. Im Anschluss wird aufgrund der geographischen Nähe noch der Vergleich zur Baulandmobilisierung im Salzburger Land gezogen und versucht mögliche Handlungsempfehlungen für diese zu geben.

Due to its attractiveness as a place for living, its good connection to workplaces and its popularity as a tourist region, more and more people want to move to the Chiemgau region. The settlement pressure increases therefore strongly and the already scarce housing supply reaches its limits. Despite that, in a large number of the municipalities in the Chiemgau building land is hoarded for various reasons. Due to the high value of property rights in Germany, the municipalities of the Chiemgau hardly have any chances to activate the building areas. In the context of this paper the formal and informal measures, which are available for the municipalities for the building land mobilization, will be worked out. Due to the geographical vicinity, a comparison will be made with the mobilization of building land in the province of Salzburg and an attempt will be made to provide possible recommendations for future actions.
