Räumliche Entwicklung in der Klimakrise: Dritte Piste Flughafen Wien-Schwechat als notwendiges Zukunftsprojekt?

Abstract

Die vorliegende Diplomarbeit im Rahmen des Masterstudiengangs Raumplanung und Raumordnung, bringt eine Neubetrachtung der Thematik dritte Piste aus raumplanerischer Perspektive und beschäftigt sich vor allem mit dem Planungsprozess,und den planerischen Einflussmöglichkeiten auf den Prozess und der Zukunft.Eine intensive Medien- und Literaturrecherche und leitfadengestützten Interviews sind die empirischen Grundlagen der Arbeit. Auf Basis dieser Erkenntnisse sind eine Synchronopse über den Sachverhalt, unter Einbindung des relevanten Kontextes entstanden, die Klarheit in ein fast 20 Jahre dauerndes Verfahren bringt. Die Meilensteine, Streitpunkte und Unstimmigkeiten werden dabei besonders hervorgehobenund entflechtet. Eine Akteur*innenanalyse stellt die Beziehungen der beteiligten und involvierten Akteur*innen dar, sowie deren Einflussmöglichkeiten. Inder Ausarbeitung eines Argumentariums werden sektor- und ebenenübergreifend Aspekte und Argumente beleuchten und somit das Für und Wider einer Realisierung veranschaulichen. Mit Hilfe der gewonnenen Erkenntnisse werden vor dem Hintergrund globaler Trends Szenarien entwickelt. Die daraus entstandene Zukunftsgeschichte„Less is more“, beschäftigt sich mit eine Abkehr vom Trend des Flugverkehrs auf Kurz- und Mittelstreckenflüge und „The Show must go on“ beschreibt eine Steigerung und Einkehr des Flugverkehrs in das Alltagsgeschehen. Die Geschichten sollen aufzeigen, wie insbesondere die gesellschaftliche Entwicklung vor dem Hintergrund der Klimakrise mit oder ohne dritte Piste aussehen könnten.Die dritte Piste ist ein Kind seiner Zeit. Zum Zeitpunkt der Planung spielten Themen wie Klimawandel und Bodenversiegelung eine untergeordnete Rolle, so dass (partikulare) Wirtschaftsinteressen von Behörde, Politik und vor Gericht letztendlich vorrangig behandelt wurden. Die öffentliche Beteiligungsmöglichkeit im Rahmen des Dialogforums war nur unter Auflagen zur Einschränkung der freien Meinungsäußerung möglich und der lange Planungshorizont großer Infrastrukturprojekten bietet, in Zeiten einer sich (klimatisch) rasant ändernden Welt, aufgrund fehlen der staatlicher Evaluierungs- und Eingreifmechanismen weiterhin eine hohe Planungssicherheit.

The diploma thesis in the context of the Master‘s program in Spatial Planning and Development, brings a reconsideration of the subject of the third runway from a spatial planning perspective and deals primarily with the planning process, and the planning influence on the process and the future. An intensive media and literature research and guideline-based interviews are the empirical basis of the work. Based on these findings, a synopsis of the facts, including the relevant context, has been created, bringing clarity to a process that has lasted almost 20 years. The milestones,points of contention and disagreements are highlighted and disentangled.An analysis of the actors shows the relationships of the actors involved and their possibilities of influence. In the elaboration of an argumentation, cross-sector and cross-level aspects and arguments will be illuminated and thus illustrate the pros and cons of a realization. With the help of the insights gained, scenarios will be developed against the background of global trends.The resulting future story, „Lessis more,“ deals with a shift away from the trend of air traffic to short- and medium-haul flights. The second story „The show must go on“ describes an increase and return of air traffic to everyday life. The stories are intended to show what social development in particular could look like against the background of the climate crisis,with or without a third runway.The third runway is a child of its time. At the time of planning, issues such as climatechange and soil sealing played a subordinate role, so that (particular) economic interests were ultimately given priority by the authorities, politicians and in court.The opportunity for public participation within the framework of the Dialogforum was only possible under conditions restricting the freedom of expression, and the long planning horizon of large infrastructure projects, in times of a (climatically) rapidly changing world, continues to offer a high degree of planning reliability due to the lack of governmental evaluation and intervention mechanisms.
