Österreich hat im europäischen Vergleich einen hohen Bodenverbrauch sowie eine hohe tägliche Flächeninanspruchnahme. Die dabei entstehende Bodenversiegelung hat unmittelbare negative Auswirkungen auf den Wasserhaushalt, das Mikroklima und die Bodenfruchtbarkeit. Bedeutend ist, dass das Regenwasser weniger gut versickern kann und so das Risiko für örtliches Hochwasser steigt. Um diesem entgegenzuwirken und auch langfristig die österreichischen Zielsetzungen für Klimaschutz und Klimawandelanpassungen zu gewährleisten, wird eine Reduktion von neuer Versiegelung von Boden und zusätzlicher Flächeninanspruchnahme nicht allein ausreichen. Die Entsiegelung von bereits versiegelten Flächen wird ebenfalls notwendig und relevant sein. Durch Entsiegelungsmaßnahmen können Lebensräume wiederhergestellt, sowie ein Beitrag zum Hochwasser- und Klimaschutz geleistet werden. Während Umsetzungen von Entsiegelungsprojekten und das Instrumentarium für Entsiegelung durch rechtliche Möglichkeiten, Strategien und Förderungen bereits in vereinzelten europäischen Ländern deutlich vorangeschritten ist, sind diese in Österreich kaum vorhanden. Österreich hat großen Bedarf an einer umfassenden Strategie, um Entsiegelung strukturiert und nachhaltig im urbanen Raum umzusetzen. Es muss festgestellt werden, welche Handlungsfelder und Maßnahmen notwendig sind, um Entsiegelungsprojekte erfolgreich umzusetzen zu können. Zum einen sollten Entsiegelungspotenziale von versiegelten Flächen im Bestand identifiziert und nach qualitativen und quantitativen Kriterien bewertet werden, sowie Möglichkeiten zu technischer Umsetzung aufzeigen. Außerdem müssen die bisherigen rechtlichen Grundlagen und Planungsinstrumente für Entsiegelungsmaßnahmen in Österreich genau analysiert und, mit zusätzlicher Begutachtung erfolgreichen internationalen Beispielen, weitreichend ergänzt und verbessert werden. Doch auch die Relevanz von Entsiegelungsprojekten, sowie die Bewusstseinsbildung deren Vorteile, müssen in der Politik und der Bevölkerung gestärkt werden, um die Anzahl der Umsetzungen von Entsiegelungsmaßnahmen zu erhöhen.

Compared to other European countries, Austria has a high level of soil consumption and daily land use. The resulting soil sealing has direct negative effects on the water balance, microclimate and soil fertility. The infiltration capacity of precipitation water is significantly impaired, increasing the risk of local flooding. To counteract this and achieve Austria's climate protection and adaptation goals in the long term, a reduction in new sealing and additional land use alone will not be sufficient. In addition, an essential and necessary step will be the unsealing of already sealed areas. Unsealing measures can in fact restore habitats and contribute to flood and climate protection. While in some European countries the implementation of unsealing projects and the instruments for unsealing are already well advanced through legal possibilities, strategies and subsidies, these are hardly available in Austria. In Austria, there is a great need for a comprehensive strategy for the structured and sustainable implementation of unsealing in urban areas. It must be determined which fields of action and measures are necessary to successfully implement unsealing projects. For this purpose, unsealing potentials of sealed surfaces in the inventory should be identified and evaluated according to qualitative and quantitative criteria. In addition, possibilities for technical implementation should be precisely identified. Furthermore, the existing legal bases and planning instruments for unsealing measures in Austria are to be analyzed in detail. Based on successful international examples, these foundations and instruments could then be comprehensively supplemented and improved in addition. Finally, it is also important to mention that the relevance of unsealing projects as well as the awareness of their benefits must be strengthened in politics and among the population in order to increase the number of implementations of unsealing measures.
