ISEK4 ist ein länderübergreifendes Pilotprojekt zur Entwicklung eines neuen Planungsinstrumentes. Es behandelt zwei räumliche Realitäten, die – trotz offensichtlicher Notwendigkeit – im vorhandenen Planungsinstrumentarium selten im Zusammenhang betrachtet werden: die Innenstadt und die funktionale Region. Das ISEK4 nimmt in Ergänzung des klassischen ISEK-Ansatzes neben den vier Innenstädten – der Städte Bruneck, Hermagor-Pressegger See, Lienz und Spittal an der Drau – zusätzlich die regionale Symbiose als »zweite« Handlungsebene auf. Dadurch werden Synergien zwischen den Innenstädten als Ankerpunkte des öffentlichen Lebens in der Region aufgezeigt und genutzt. Das Pilotprojekt basiert auf einem fachlich interdisziplinären Zugang und wurde gemeinsam mit den Steuerungsgruppen aus den Städten entwickelt: Binnen acht Monaten wurden in verschiedenen Workshopformaten Wissen und Bedürfnisse gesammelt, festgehalten und verortet. Das Projekt eines integrierten Innenstadtentwicklungskonzepts im regionalen Kontext wurde vom Städtenetzwerk SÜD ALPEN RAUM (Bottom-up-Ansatz) initiiert. Die Region erprobt neue Wege der regionalen Zusammenarbeit und leistet einen Beitrag zur Umsetzung der Leipzig-Charta der EU (2007/2020) und der Territorialen Agenda 2030 (2020). Wichtige Ziele des Österreichischen Raumentwicklungskonzepts 2030 (ÖREK 2030) werden umgesetzt, wie die Stärkung polyzentrischer Strukturen, die Planung in funktionalen Lebensräumen sowie die klimafreundliche und nachhaltige Raumentwicklung. Diese Herausforderungen können von den Innenstädten alleine nicht mehr bewältigt werden. Ausgewählte Themen regional zu bearbeiten, ist nicht nur effizient, sondern auch sinnvoll. Einer der Grundgedanken der regionalen Symbiose ist, die Innenstädte nach gemeinsamen regionalen Prioritäten weiterzuentwickeln. Dementsprechend werden im ISEK4 für den SÜD ALPEN RAUM sieben räumliche Leitideen formuliert. Sie ziehen sich durch alle Ebenen des Konzepts und sind immer wieder erkennbar: in den Zukunftsbildern der Städte, in der integrierten Innenstadtentwicklung, in den Interventionen für die Fokus- oder Perspektivräume sowie in der regionalen Vision. Die Symbiose zeigt, wie die räumlichen Leitideen den SÜD ALPEN RAUM in Zukunft verändern werden. Das ISEK ist ein Planungsinstrument zur Selbstbindung – und eröffnet dadurch Chancen für eine raumfokussierte und aktive Gestaltung der Zukunft der Innenstadt und der gesamten Region. Das ISEK ist ein Instrument zur Steuerung von strategischen Investitionen mit dem Ziel, die Innenentwicklung und die Stabilität von Stadtzentren zu stärken. Die Sinnhaftigkeit einer regionalen Zusammenarbeit spiegelt sich auch im Aufbau und in der Konzeption des ISEK4 wider: Regionale Rahmenbedingungen, Potenziale und Ziele werden stetig in Kombination mit lokalen Aktivitäten und Tendenzen gedacht und vorhandene Rückkoppelungen berücksichtigt. Das Dach des ISEK4 bildet der Handlungsrahmen mit den übergeordneten grundsätzlichen Leitlinien. In den stadtspezifischen Teilen fokussiert sich die Planung auf bestimmte Teilräume der jeweiligen Stadt. Ideenskizzen geben Impulse zur Umsetzung. Die regionale Symbiose verknüpft die vier ISEKs der einzelnen Städte und hebt sie auf die regionale Ebene. So entsteht ein Gesamtbild für den SÜD ALPEN RAUM, das mehr ist und – im Sinne einer nachhaltigen lokalen und regionalen Entwicklung – mehr kann als die Summe der vier ISEKs. Das ISEK4 trägt aktiv zum Bodenschutz bei, indem es der Innenentwicklung Vorrang vor der Außenentwicklung einräumt. Hierbei spielt die Nutzung des Gebäudebestands sowie die Abstimmung der Siedlungsentwicklung in Verbindung mit der Erschließung durch nachhaltige Mobilitätsformen innerstädtisch und regional gedacht eine große Rolle. Urbane Qualitäten wie Nutzungsmischung oder Zugänglichmachung von Fluss- und Freiräumen sorgen für eine hohe Lebensqualität in den Städten und der Region. Weiters verfolgt das ISEK4 die Strategie, gewerbliche Nutzungen aus der Peripherie zurück in die Innenstadt zu holen. Das ISEK4 spricht alle Aspekte an, die zu einem guten Leben für alle Generationen gehören.

Il progetto sperimentale e transnazionale ISEK4 ha come obiettivo lo sviluppo di un nuovo strumento urbanistico. Due realtà spaziali diverse, il centro storico e la regione, vengono affrontate nel progetto di ricerca in maniera integrata. La realtà urbana dei centri storici delle città di Brunico, Hermagor-Pressegger See, Lienz e Spittal an der Drau viene analizzata, elaborata e completata attraverso una visione d’insieme regionale. Grazie a questa metodologia integrata, le sinergie tra i centri storici ricoprono il ruolo di capisaldi vitali, vengono evidenziate e messe a sistema per lo sviluppo futuro. L’approccio metodico alla ricerca e alla pianificazione è quello interdisciplinare. Il tema della partecipazione gioca nella redazione del progetto ISEK4 un grosso ruolo, in ogni città sono stati infatti definiti dei gruppi direttivi, che in otto mesi, attraverso una serie di Workshops, hanno creato sapere, messo in evidenza bisogni e localizzato aree d’intervento. L’idea di declinare un piano di sviluppo per i centri storici a livello regionale nasce dall’iniziativa e dal network delle città dello spazio sud-alpino. La regione cerca – in questo modo – nuove strade per lo sviluppo della cooperazione esistente e contribuisce all’attuazione della Carta di Lipsia (2007/2020) e dell’Agenda Territoriale 2030 (2020), entrambe direttive europee. Gli obiettivi del policentrismo, della pianificazione funzionale degli habitat e dello sviluppo sostenibile che sono alla base del concetto di pianificazione austriaco (ÖREK 2030) trovano nell’ISEK4 compimento. La complessità territoriale attuale è ingestibile a livello urbano; mettere a sistema sapere e strategie per affrontare le tematiche future di sviluppo incrementa l’efficienza ed aumenta il valore aggiunto. Alla base della simbiosi regionale, c’è uno sviluppo locale condiviso: sette idee guida vengono declinate a livello urbano, nello sviluppo dei centri storici, nei fulcri spaziali evidenziati e nello sviluppo regionale. La simbiosi regionale è dunque una cartina tornasole dello sviluppo territoriale dello spazio sud-alpino. Lo strumento urbanistico ISEK è autovincolante e racchiude in se la visione per lo sviluppo futuro dei centri cittadini e dell’intera regione. L’ISEK è uno strumento per il controllo degli investimenti strategici con l’obiettivo di garantire un’urbanizzazione sostenibile e la riqualificazione dei centri storici. Il valore della cooperazione regionale è intrinseco alla struttura e alla concezione del progetto ISEK: lo stato di fatto, i potenziali e gli obiettivi regionali vengono messi in relazione alle attività e alle tendenze locali. La struttura dell’ISEK4 è incentrata sul quadro d’azione, definito dalle linee guida. Nei centri storici analizzati vengono definiti, in base alla tendenza di sviluppo attuale e ai potenziali urbani, fulcri spaziali. Gli schizzi progettuali redatti dai gruppi direttivi rappresentano un primo passo verso la realizzazione del progetto. La cosìddetta simbiosi regionale connette la pianificazione dei centri storici e la mette in relazione con le risorse regionali. È proprio grazie a questo approccio regionale integrato che i contenuti del progetto ISEK4 – per la regione dello spazio sud-alpino – acquisiscono un valore aggiunto: un’approccio alla pianificazione estesa tra definizione urbana e sviluppo regionale. L’ISEK4 contribuisce attivamente alla protezione del suolo, proponendo una densificazione delle aree interne ai centri urbani. I temi della riutilizzazione del capitale edilizio esistente e dello sviluppo del nucleo urbano attraverso una mobilità sostenibile ricoprono un ruolo importante nel progetto. Lo sviluppo della qualità della vita sia regionale che locale viene garantito dalla multifunzionalità e dall’incremento dell’accessibilità degli spazi pubblici (spazi urbani e zone verdi a ridosso dei fiumi). Il progetto ISEK4 si adopera per riportare esercizi di uso commerciale dalla periferia al centro e, nella varietà dei temi affrontati, offre una prospettiva di alto tenore di vita per tutte le generazioni.

ISEK4 is a cross-border pilot project for the development of a new planning instrument. It deals with two spatial realities which—despite obvious needs—are rarely considered in context in existing planning instruments: the inner city and the functional region. An integrated urban development concept for the four inner cities of Bruneck (South Tyrol), Hermagor-Pressegger See (Upper Carinthia), Lienz (East Tyrol), and Spittal an der Drau (Upper Carinthia) was designed based on a regional symbiosis as »second« level of action (demonstrating and using synergies between the inner cities, as anchor points of public life in the region). ISEK4 is based on an integrated, interdisciplinary approach and was developed together with steering groups from the cities: within eight months, knowledge and needs were collected, recorded, and located in different workshop formats. The project of an integrated inner-city development concept in a regional context was initiated by the South Alpine Space City Network (bottom-up approach). The region is exploring new ways of regional cooperation and is contributing to the implementation of the EU Leipzig Charter (2007/2020) and the Territorial Agenda 2030 (2020). Key objectives of the Austrian Spatial Development Concept 2030 (ÖREK 2030) are put into practice, such as the strengthening of polycentric structures, planning in functional living spaces, as well as the climate-friendly and sustainable spatial development. These challenges can no longer be dealt with by inner cities alone. Working on selected issues regionally is not only efficient, but it also is reasonable to do so. One of the basic ideas of the regional symbiosis is to further develop the inner cities according to common regional priorities. Accordingly, seven spatial guiding ideas are formulated in the ISEK4 for the SOUTH ALPINE SPACE. They run through all levels of the concept and are always recognizable: in the future images of the cities, in the integrated inner-city development, in the interventions for the focus areas or perspective areas as well as in the regional vision. The symbiosis shows how the spatial guiding ideas are transforming the SOUTH ALPINE SPACE in the future. The ISEK is a planning instrument for self-commitment—and thus opens opportunities for a spatially focused and active shaping of the future of the inner city and the entire region. The ISEK is an instrument for steering strategic investments with the goal of supporting inner development and strengthening the stability of city centres. The meaningfulness of regional cooperation is also reflected in the structure and conception of the ISEK4 : Regional potentials and goals are constantly thought of in combination with local activities and trends. In the city-peculiar parts, the planning focuses on specific sub-areas of the respective city. Idea sketches provide impulses for implementation. The regional symbiosis links the four ISEK of the individual cities and raises them to the regional level. This creates an overall picture for the SOUTH ALPINE SPACE that is more and—in terms of sustainable local and regional development—can do more than the sum of the four concepts for the inner cities. The ISEK4 actively contributes to saving soil by prioritizing inner city development over outer city development. In this context, the use of existing buildings and the coordination of settlement development in connection with accessibility through sustainable forms of mobility, considered from an inner-city and regional perspective, play a major role. Urban qualities such as mixed use or making rivers and open spaces accessible and attractive ensure a high quality of life in the cities and the region. Furthermore, the ISEK4 pursues the strategy of bringing commercial uses from the outskirts back into the inner city. The ISEK4 addresses all aspects that are part of a good life for all generations.
