Open Innovation Milieus für Mobilität, Wirtschaftlich nachhaltige Geschäftsmodelle zur Etablierung von urbanen Mobilitätslaboren in Österreich

Abstract

Städte bzw. urbane Ballungsräume stehen vor der Herausforderung, existierende Mobilitätsstrukturen aufrechtzuerhalten und zugleich innovative Lösungen auf Basis von neuen Technologien (autonome Fahrzeuge, künstliche Intelligenz) einzusetzen, um effizientere, effektivere und nachhaltigere Verkehrssysteme zu entwickeln. Um diesen Transformationsprozess bewältigen zu können bzw. die dazu notwendigen Innovationen im Bereich urbaner Mobilität entwickeln und umsetzen zu können, ist die Zusammenarbeit unterschiedlicher Stakeholder erforderlich. Die Lösungen und Maßnahmen für eine nachhaltige urbane Mobilität werden nicht nur durch eine ausgereifte Verkehrsplanung erreicht, sondern benötigen u.a. auch die Einbeziehung der räumlichen Planung und weiterer Akteure im städtischen Umfeld.Dieses passgenaue Zusammenführen und Einbinden der relevanten Stakeholder in Innovationsprozesse inklusive Bereitstellen der notwendigen Infrastruktur, Methoden und Tools kann durch Open Innovation (OI) Milieus (Living Labs, Reallabore) bzw. urbane Mobilitätslabore (UML) unterstützt werden. Da der Aufbau und die Etablierung solcher Laborstrukturen, aber auch die Transformationsprozesse der städtischen Mobilität langwierig sind, erfordern diese Organisationen ein auf Langfristigkeit ausgelegtes wirtschaftlich nachhaltiges Geschäftsmodell (GM). Der aktuelle Forschungsstand im Bereich Living-Lab-Geschäftsmodell-Entwicklung bietet hier bis dato noch wenig bis keine Anhaltspunkte, welche Erfolgsfaktoren dabei eine Rolle spielen.Das Ziel der vorliegenden Arbeit ist es, eine umfassende Wissensbasis zur Entwicklung wirtschaftlich nachhaltiger Geschäftsmodelle für UML aufzubauen. Damit sollen aktuelle und zukünftige Betreiber von UML bzw. Innovationslaboren bei der Konzeption während der Aufbauphase, aber auch bei der Weiterentwicklung von Geschäftsmodellen unterstützt werden. Zentraler Forschungsgegenstand ist hierbei die österreichische UML-Initiative bzw.die zwischen 2017 – 2021 aufgebauten und betriebenen fünf UML in vier städtischen Gebieten (Wien, Zentralraum Oberösterreich, Großraum Graz und Stadt Salzburg).Zur Erreichung der definierten Forschungsziele wurden die GM-Entwicklungsprozesse der fünf UML mittels einer Längsschnittstudie (Interviewstudie mit leitfadengestützten Expert*innen-Interviews zu drei Erhebungszeitpunkten) untersucht. Im Zuge der Analyse der empirischen Daten wurden Stärken und Schwächen sowie Herausforderungen und „Good Practices“ der UML-GM-Entwicklung identifiziert. Als Herausforderung wurde von allen UML die zeitintensive und mühsame Aufbauarbeit, im speziellen der Aufbau der Organisationsstruktur (Definition der Aufgaben, Rollen und Prozesse) und der Dienstleistungsaufbau genannt.Positiv bzw. als „Good Practice“ kann der Aufbau des breiten Serviceangebots bzw. der entwickelten Dienstleistungen bezeichnet werden. Beispielgebend waren einzelne Labs im Hinblick auf den Aufbau einer schlanken Organisationsstruktur, in der kontinuierlichen Einbindung von Bürger*innen in der Entwicklung und Umsetzung der Services und im Bereichder Absicherung der Finanzierung durch neue Umsatzquellen.Ein wichtiges Ergebnis der Arbeit ist die theoriegeleitete Konzeption und die Evaluierung eines visuellen Unterstützungstools zur Entwicklung von UML-Geschäftsmodellen, der Living-Lab-Geschäftsmodell-Canvas. Die Evaluierungsergebnisse in ihrer Gesamtheit zeigen, dass die aktuelle Version des Canvas als hilfreiches Unterstützungstool für die Geschäftsmodellentwicklung der UML wahrgenommen wird.Das zentrale Ergebnis der Arbeit ist die Bereitstellung von Handlungsempfehlungen zur Entwicklung wirtschaftlich nachhaltiger UML-Geschäftsmodelle auf Basis der empirischen Daten bzw. der Analyseergebnisse. Diese sind in Form von aussagekräftigen Beschreibungen je GM-Element des Living-Lab-GM-Canvas dargestellt und durch eine Auflistung von relevanten Leitfragen ergänzt. Zusätzliche Unterstützung bietet auch ein empfohlener Prozess bzw. eine definierte Vorgehensweise zur initialen Befüllung des Living-Lab-GM-Canvas.Wichtig zu betonen ist hierbei, dass die Entwicklung eines wirtschaftlich nachhaltigen UML-Geschäftsmodells keine einmalige Aktivität ist, sondern ein iterativer Prozess, in dem Annahmen bzgl. Kunden, Service, Organisation, Prozesse, etc. getestet und gegebenenfalls revidiert oder angepasst werden müssen. Für ein tragfähiges Geschäftsmodell sind grundsätzlich alle GM-Elemente notwendig, einige davon haben aber für UML eine zentrale Rolle.Dazu gehört das GM-Element „Strategie & Vision“, das die notwendige Klarheit bzgl.Ausrichtung und Ziele (aller Partner) gewährleistet. In Abstimmung mit der UML-Vision und den Zielen ist die Entwicklung der Services unter Berücksichtigung der Kundenbedürfnisse von Bedeutung. Eine zentrale Stellung im UML-GM nimmt die Organisation ein. Wichtig dabei ist,die Struktur und die Abläufe so schlank wie möglich zu gestalten und für eine klare Verteilung von Rollen, Verantwortlichkeiten und Aufgaben zu sorgen.Um das langfristige Bestehen der UML bzw. dieser Art von Open-Innovation-Labore abzusichern, ist die Entwicklung eines wirtschaftlich nachhaltigen Geschäftsmodells notwendig. Dieser Entwicklungsprozess wird durch die Ergebnisse dieser Arbeit unterstützt.

Today, cities and urban regions face the challenge of preserving proven mobility structures while opening up to new solutions of digital transformation, technologies and innovation design to develop more efficient, effective and sustainable transport systems. To be able to manage this transformation process or to develop and implement the necessary innovations in the field of urban mobility, the cooperation of different stakeholders is required. The solutions and measures for sustainable urban mobility are not only achieved through maturetransport planning, but also require, among other things, the involvement of spatial planning and other actors in the urban environment.This precise matching and integration of the relevant stakeholders in innovation processes,including the provision of the necessary infrastructure, methods and tools, can be supported by Open Innovation (OI) Milieus (Living Labs, Real-World Labs) or Urban Mobility Labs (UML).Since the development and establishment of such lab structures, but also the transformation of urban mobility, are time consuming, these organisations require an economically sustainable Business Model (BM) designed for the long term. The current state of research inthe field of Living Lab Business Model development offers little or no guidance as to which success factors play a role here.The objective of the present thesis is to build up a comprehensive knowledge base for the development of economically sustainable Business Models for UML. This is intended to support current and future operators of UML or similar Innovation Labs in the conception during the start-up phase, but also in the further development of Business Models. The central research object is the Austrian UML initiative and the five UML established and operated between 2017 - 2021 in four urban areas (Vienna, central region of Upper Austria, Grazmetropolitan area and the city of Salzburg).To accomplish the defined research objectives, the BM development processes of the five UML were investigated by means of a longitudinal study (interview study using guided expertinterviews at three data collection intervals). While analysing the empirical data, strengths,and weaknesses as well as challenges and "good practices" of UML BM development were identified. All UML mentioned the time-consuming and exhausting development work as achallenge, especially the development of the organisational structure (definition of tasks,roles, and processes) and the set-up of services. The development of the broad range of services and the services developed can be described as positive or "good practice". Certainlabs were outstanding in terms of setting up a lean organisational structure, in the continuous involvement of citizens in the development and implementation of services, and in the area of securing funding through new sources of revenue.An important result of the work is the theory-based conception and evaluation of a visualsupport tool for the development of UML business models, the Living-Lab-BM-Canvas. The evaluation results show that the current version of the tool is perceived as user-friendly and helpful for BM development.The central result of the thesis is the provision of recommendations for action for the development of economically sustainable UML business models based on the empirical dataor the analysis results. These are presented in the form of meaningful descriptions for each BM element of the Living-Lab-BM-Canvas and are supplemented by a list of relevant guiding questions. Additional support is also provided by a recommended process (a defined procedure) for the initial filling of the Living-Lab-BM-Canvas. It is important to emphasise that the development of an economically sustainable UML business model is not a one-timeactivity, but an iterative process in which assumptions regarding customers, service,organisation, processes, etc. have to be tested and revised or adapted if necessary. Inprinciple, all BM elements are necessary for a viable business model, but some of them have a central role for UML. One of these is the BM element "Strategy & Vision", which guarantees the necessary clarity regarding the orientation and goals (of all partners). In coordination withthe UML vision and goals, the development of services in consideration of customer needs isessential. The organisation plays a central role in the UML-BM. It is important to design the structure and processes as lean as possible and to ensure a clear distribution of roles,responsibilities, and tasks.To secure the long-term existence of the UML or this type of open innovation labs, the development of an economically sustainable business model is necessary. This development process is supported by the results of the present work.
