Wirkung der Leerstandabgabe auf die aktuelle Leerstandspolitik der Stadt Wien

Abstract

Die Leerstandsabgabe ist ein aktuelles und kontrovers diskutiertes Instrument, das von vielen Städten, darunter auch Wien, als Maßnahme zur Bekämpfung der Wohnungsknappheit und zur Förderung einer effizienten Nutzung des Wohnraums diskutiert wird. Diese Abgabe zielt darauf ab, Eigentümer*innen von Leerständen finanziell zu belasten, um Anreize für eine vermehrte Vermietung oder Nutzung ihrer ungenutzten Wohnflächen zu schaffen. Angesichts der angespannten Wohnungsmarktsituation in Wien und der gestiegenen Leerstandszahlen ist es von großem Interesse, die Perspektive der Eigentümer*innen zu untersuchen und mögliche Auswirkungen der Leerstandsabgabe auf ihr Verhalten zu analysieren. Gleichzeitig stößt die Abgabe auf zahlreiche Kritik. Es wird bemängelt, dass sie eine zusätzliche finanzielle Belastung für Immobilieneigentümer*innen darstellt, ohne die individuellen Gründe für den Leerstand angemessen zu berücksichtigen. Des Weiteren wird die Wirksamkeit der Abgabe bei der Bewältigung des Wohnungsmangels in Frage gestellt, da sie möglicherweise nicht ausreichend Anreize bietet, leerstehende Immobilien tatsächlich zu vermieten.

The vacancy levy is a current and controversial instrument discussed by many cities, including Vienna, as a measure to combat the housing shortage and promote the efficient use of housing. This levy aims at financially burdening owners of vacant spaces in order to create incentives for an increased renting or use of their unused residential spaces. In view of the tight housing market situation in Vienna and the increased number of vacancies, it is of great interest to examine the perspective of owners and to analyse the possible effects of the vacancy tax on their behaviour. At the same time, the levy has met with a lot of criticism. There is criticism that it represents an additional financial burden for property owners without adequately taking into account the individual reasons for vacancy. Furthermore, the effectiveness of the levy in addressing the housing shortage is questioned, as it may not provide sufficient incentives to actually let vacant properties.
